AN/ALQ-161A Preprocessor Flight Software (PFS) Sustainment

This statement provides notice that the government anticipates awarding a contract to provide block cycle software updates for the AN/ALQ-161A system for the Air Force Life Cycle Management Center Electronic Warfare and Avionics Division, the Product Group Manager (PGM). The end goal is to provide software solutions that can be fielded in a timely manner and support the Air Force mission. Electronic Warfare and Avionics Engineering Branch is the overall system technical authority and has Operational Safety, Suitability, and Effectiveness (OSS&E) responsibility for the ALQ-161A. Air Force Life Cycle Management Center Electronic Warfare and Avionics Bomber Section, also part of Electronic Warfare and Avionics Division, has program management responsibilities for all AN/ALQ-161A projects. The contractor's primary responsibility is to identify candidates, incorporate solutions, and test the resulting Preprocessor Flight Software (PFS) block cycle product per the Electronic Warfare and Avionics Engineering Branch approved Project Requirements Specification (PRS) and per the Electronic Warfare and Avionics Engineering Branch approved Software Development Plan (SDP). In addition, the contractor will also be responsible for providing engineering support for other system software products which are directly impacted by or related to the PFS as directed by the Electronic Warfare and Avionics Engineering Branch. These software products may include, but are not limited to, Emitter Identification Data (EID), Emitter Reprogramming Software (ERS), AN/ALM-280 Enhanced Automated Special Test Equipment (EASTE) software, Mission Data Load Tool (MDLT) software, Line Replaceable Unit (LRU) firmware, and system lab and data analysis tools. The proposed contract action is for services for which the Government intends to negotiate and award a sole source IDIQ contract with a 10 year period of performance(a 5 year basic ordering period contract plus an option for one (1) five-year ordering period) to Northrop Grumman Systems Corporation, (CAGE: 5FVx5), 7575 Colshire Drive McLean, VA 22102-7508. A mix of cost reimbursement fixed fee, and cost reimbursement contract line item numbers (CLINs) will be utilized. The place of performance will be a combination of US Government installations and contractor's facility. This is in accordance with Federal Acquisition Regulation (FAR) 6.302-1 "Only One Responsible Source and no Other Supplies or Services Will Satisfy Agency Requirements". All responsible sources may submit a capability statement of proposal, which shall be reviewed by the U.S. Government. A determination by the Government to not compete this proposed contract action will be based upon responses to this notice is solely within the discretion of the Government. In accordance with Air Force Instruction (AFI) 16.201, foreign participation is not permitted at the prime contractor level. This solicitation is expected to be released on 31 Mar 2021 with a response due no later than 120 days after the issuance of the solicitation.
