The U.S. Department of Defense is conducting market research to identify qualified sources capable of performing depot-level repair on two specific NSNs—5963-01-362-9731EW (UP Converter) and 5955-01-362-4598EW (Oscillator, Frequency Selectable)—used in the AN/ALR-56M electronic warfare system deployed on F-16 C/D and C-130J aircraft. Participation is restricted to Department of Defense entities and U.S. defense contractors only, with response deadline set for July 9, 2026. Due to the absence of government-owned technical data and the determination that reverse engineering or data acquisition is uneconomical, Narda-MITEQ remains the sole known source with the necessary proprietary knowledge, configuration control, and technical rights to repair these items to required standards. Repair Method Code R3 and Suffix Code R confirm that only the original manufacturer can perform this repair, and no alternative sources are viable under current conditions. Contractors responding must demonstrate secure facilities and cleared personnel capable of handling Secret-level information, and are required to supply all materials, tools, test equipment, and services necessary to perform repairs at their own facility or that of a qualified subcontractor. All replacement parts must match or exceed the quality of the original components. The repair must satisfy form, fit, function, and interface requirements per Technical Order 12P3-2ALR56M-34, although the government will not assist in gaining access to proprietary data or rights. Responses to this market survey do not guarantee future contract opportunities, and no reimbursement will be provided for expenses incurred during submission. This effort is managed by the Air Force Life Cycle Management Center at Robins AFB, Georgia, under solicitation number FD20602700021 and NAICS code 334111.

General Info

DoD seeks only Narda-MITEQ for secret-level depot repair of proprietary UP Converter and Oscillator on F-16/C-130J aircraft.

This survey covers the following item:

Item: UP Converter     NSN: 5963-01-362-9731EW     PN: 330376-101

Item: Oscillator, Frequency Selectable     NSN: 5955-01-362-4598EW    PN: 330373-101

RMC = Repair Method Code

RMSC = Repair Method Suffix Code

RMC R3 - Repair, for the second or subsequent time, directly from the actual manufacturer.

RMSC R. The Government does not own the data or the rights to the data needed to contract repair of this part from additional sources. It has been determined to be uneconomical to buy the data or rights to the data. It is uneconomical to reverse engineer the part. This code is used when the Government did not initially purchase the data and/or rights. If only one source has the rights or data to repair this item, RMCs 3, 4, or 5 are valid. If two or more sources have the rights or data to repair this item, RMCs 1 or 2 are valid.

The original equipment manufacturer for this item is Narda-MITEQ (94S46 CAGE), which maintains its configuration by part number and software version. The Government does not own any production level technical data in support of this requirement. As a result, Narda-MITEQ is the only known source with adequate knowledge of the AN/ALR-56M NSNs 5963-01-362-9731EW and 5955-01-362-4598EW performance requirements and possession of the required technical data and capabilities needed to manufacture this item and ensure compatibility of the equipment.

Contractor shall furnish all material, support equipment, tools, test equipment, and services. The contractor is responsible for providing, maintaining, and calibrating all equipment required at their facility or a subcontractor’s facility. Contractor furnished material or parts used for replacement shall equal or exceed the quality of the original material or parts.

Contractors/Institutions responding to this market research are placed on notice that participation in this survey may not ensure participation in future solicitations or contract awards. The government will not reimburse participants for any expenses associated with their participation in this survey.

Interested sources may identify their interest and capability to respond to the requirements. Interested sources must maintain facilities and cleared personnel for manufacturing, handling, storing, and maintaining information and operating systems with security classifications up to and including Secret.

AN/ALR-56M NSNs 5963-01-362-9731EW and 5955-01-362-4598EW, currently used on the F-16 C/D and the C-130J A/C. This item is procured as needed to support WR-ALC Depot repair.  The current production status of the AN/ALR-56M Weapon System is that the system is in production by the Original Equipment Manufacturer (OEM) BAE Systems with components being provided by OEM qualified and approved suppliers. The only known supplier for the AN/ALR-56M Repair NSNs 5963-01-362-9731EW and 5955-01-362-4598EW is Narda-MITEQ

The FIDL must meet form, fit, function, and interface requirements as referenced in per T.O. 12P3-2ALR56M-34.  However, the Government does not own the data or the rights to the data needed to compete the repair of this part.  It has been determined to be uneconomical to reverse engineer the data, qualify a new source, or buy the data and/or data rights. Narda-MITEQ is the only known supplier for this NSN.

Laptops and Docking Stations - Sources Sought ONLYThe Federal Bureau of Prisons is conducting voluntary market research through a Request for Information to evaluate potential vendors capable of providing secure laptops for inmates and staff, along with compatible docking stations featuring exposed USB, HDMI, and Ethernet ports for use across its Education Branch. This RFI is strictly for acquisition planning and does not constitute a solicitation, nor does it obligate the government to issue a contract or award any business. Responses are sought to inform the development of a possible small business set-aside under FAR Part 19, with a focus on determining availability and capabilities of small businesses that meet NAICS code 334111. Companies are asked to submit information on their business size, SAM registration, UEI number, relevant experience, technical capabilities, suggested contract type, NAICS code, industry standards, and rough pricing estimates using the provided template. All responses must be submitted electronically to sborchert@bop.gov by Thursday, July 2, 2026, at 2:00 PM Central Time, with the subject line clearly identifying the RFI number 15BNAS26-Laptops and Docking Stations. Participation is entirely voluntary and does not guarantee future opportunity; the government will not compensate respondents for costs incurred in preparing responses, will not provide individual feedback, and may use submitted information solely for internal planning purposes. While responding is not a prerequisite to compete in any future solicitation, the government may issue a full procurement based on insights gained from this market research, potentially as a Total Small Business Set-Aside. The point of contact is Stephanie Borchert of the Department of Justice, and responses must align with the detailed guidance provided in the attached document.

Request for Information (RFI) – High Performance Artificial Intelligence Computing InfrastructureThe Federal Bureau of Investigation is seeking information from industry to identify capable suppliers, including small businesses, for the procurement of commercially available artificial intelligence computing infrastructure under a potential one-year IDIQ supply contract. The requirement is strictly for hardware and associated software licenses, such as high-performance GPU servers based on NVIDIA HGX B300 or equivalent technologies, rack-scale AI systems like GB300 NVL72-class platforms, TPU-based AI pods, and L40-class inference accelerators, along with standard OEM warranty and support services. No installation, integration, managed services, or professional support will be procured under this contract; all support must be limited to standard commercial manufacturer warranties. Equipment must operate in secure, air-gapped environments, fit standard 19-inch data center racks, and allow for customer retention of failed components where commercially feasible. This request for information aims to assess market availability and determine whether a small business set-aside is appropriate, or if a nonmanufacturer rule waiver may be necessary. Responses are for market research and acquisition planning only and do not constitute proposals or commitments. Interested parties must submit responses by June 29, 2026, to the contracting officer at the provided email, with no reimbursement for response costs. The procurement will be managed through the Department of Justice under NAICS code 334111, with performance expected to occur in Washington, D.C., and the solicitation reference number is 26-Q-0000285.
