The Department of Defense, through the F-16 System Program Office at Hill Air Force Base, is conducting market research via a sources sought synopsis to identify capable small business sources for Phase II of the AN/APG-68(V)9 Radar Diminishing Manufacturing Sources and Material Shortages (DMSMS) program. This phase focuses on resolving obsolescence issues identified in a prior study on critical Shop Replaceable Units (SRUs) within the radar's Modular Receiver/Exciter and Common Radar Processor assemblies. The objective is to replace obsolete components while maintaining form, fit, and function compatibility to ensure future manufacturability and reparability. The effort will proceed as a task order under an existing post-production sustainment contract with Northrop Grumman Corporation, the original equipment manufacturer holding proprietary technical data needed for this work. Interested vendors, particularly small businesses including 8(a), Service-Disabled Veteran-Owned, HUBZone, and Women-Owned categories, are invited to respond with their capability statements, experience with DMSMS efforts, understanding of related cybersecurity requirements, relationships with Northrop Grumman or Lockheed Martin, and potential teaming arrangements. Key requirements include project management, engineering redesign, prototype fabrication of two engineering development units for each of nine SRUs, and functional testing with qualification plans. Deliverables encompass prototype hardware retained at the contractor site, several engineered data documents, and a proposal to support the subsequent production phase. Responses are voluntary and intended solely for acquisition planning, with submissions due by the end of June 2026.

THE US GOVERNMENT DOES NOT HAVE DATA RIGHTS OR DRAWINGS.

NOTICE: This is not a solicitation but rather a Sources Sought Synopsis to determine potential sources for information and planning purposes only.  Any information submitted by respondents to this sources sought synopsis is voluntary and will not be returned.  The Government will not reimburse any costs incurred or associated with the submission of information in response to this notice.

1.  Purpose

The purpose of this Sources Sought is to conduct market research to determine if responsible sources exist and to assist in determining whether this effort can be competitive and/or a total Small Business Set-Aside.  The proposed North American Industry Classification Systems (NAICS) Code is 811210 – Electronic and Precision Equipment Repair and Maintenance, with a corresponding size standard of $34M.  The Government will use this information to determine the best acquisition strategy for this procurement.

The Government is interested in all small business categories to include 8(a), Service-Disabled Veteran-Owned, HUBZone, and Women-Owned small business concerns.  Interested parties are requested to identify their small business status relative to the identified NAICS code, any anticipated teaming arrangements, and a description of similar services offered to the Government and commercial customers within the past three years.  Any responses involving teaming agreements should delineate between the work accomplished by the prime and the work accomplished by the teaming partners.

2.  Program Details

AFLCMC/WAMJ, F-16 System Program Office, Foreign Military Sales (FMS) Section, Hill AFB, UT is seeking information about potential sources interested in and capable of performing Phase II (Resolution) of the AN/APG-68(V)9 Radar Diminishing Manufacturing Sources and Material Shortages (DMSMS) program.

The AN/APG-68(V)9 radar system is a critical component of the F-16 fighting platform.  A Phase I (Analysis) DMSMS study, completed in July 2024, identified multiple Shop Replaceable Units (SRUs) within the highest-priority Line Replaceable Units (LRUs) that are at high risk of becoming unserviceable and unrepairable due to component obsolescence.  This effort initiates Phase II (Resolution) as part of a three-phase program to mitigate these risks.  Successful completion of Phase II is a prerequisite for Phase III (Manufacture).

This effort will be executed via a Task Order (TO) under the AN/APG-66/68 Post Production Sustainment (PPS) Contract.  As the Original Equipment Manufacturer (OEM), Northrop Grumman Corporation (NGC) possesses the proprietary technical data required to perform this work.

2.1  Scope of Work

The contractor shall resolve DMSMS issues on specified SRUs within the Modular Receiver/Exciter (MoRE) and the Common Radar Processor (CoRP), maintaining Form, Fit, and Function (FFF) compatibility with the existing system configuration while replacing obsolete components to ensure future manufacturability and reparability.

2.2  In-Scope SRU Redesign Efforts

Modular Receiver/Exciter (MoRE), P/N 103K601G01:

  • Programmed Wideband/Fractional Synthesizer (P/N 189K160G01)
  • Programmed Converter (P/N 544R742G01)
  • Programmed Multi-Function Receiver (P/N 103K636G02)
  • Programmed Antenna Interface Unit (P/N 544R740G01)
  • Wired Chassis (P/N 812R484G01)
  • Reference Generator (P/N 124K707G01)
  • Programmed Synchronizer (P/N 544R731G01)

Common Radar Processor (CoRP), P/N 813R250G01:

  • Data Processor (P/N 570R137G01)
  • Programmed Aux/SYNC ECA (P/N 544R726G01)

2.3  Specified Tasks

The contractor shall perform the following tasks:

  • Project Management: Develop and maintain an Integrated Master Schedule (IMS) detailing all major tasks, milestones, and deliverables.
  • Engineering: Conduct all necessary activities to resolve DMSMS issues on the SRUs identified in Section 2.2, replacing obsolete parts with modern, sustainable components while maintaining FFF equivalence.
  • Prototype Fabrication: Fabricate two (2) engineering development units (EDUs) for each SRU.  These units will be used for integration and testing and will serve as government-purposed host assets at the contractor facility to support future repairs.
  • Verification and Validation: Develop a qualification test plan (QTP) and execute bench-level functional testing on the prototype SRUs.  Testing shall verify that the units meet all FFF requirements and interface correctly within the next-higher assembly.
  • Phase III Proposal Preparation: Develop and deliver information to support a rough order of magnitude (ROM) cost estimate and schedule for delivery of production-level units, including required testing and System Engineering Technical Review (SETR) events.

2.4  Deliverables

Hardware: Two (2) prototype units for each of the nine (9) SRUs identified in Section 2.2.  Units will be retained at the contractor's facility.

70--INTERFACE UNIT,DATA, IN REPAIR/MODIFICATION OFThis procurement involves the acquisition of 13 units of a specific interface data unit classified under NSN 0R-7025-017061785-H1, with delivery terms FOB origin. The current design of the part is unstable and fails to meet required engineering and performance objectives, leading to anticipated major design changes that will obsolete the current configuration. Because the part is flight critical and the technical data is insufficient for open competition, the government requires source approval prior to contract award. Only previously approved sources have been solicited, and any potential offerors who are not approved must submit detailed technical data as outlined in NAVSUP WSS Source Approval Information Brochures to be considered. Approval processes are time-sensitive, and lack of timely approval may result in awards continuing with existing suppliers to meet urgent fleet needs. This contract action is planned under limited competition authority, specifically FAR 6.302-1, with the government inviting responsible parties to express interest or submit proposals within 45 days, or 30 days if issued under an existing Basic Ordering Agreement. The solicitation excludes acquisition under FAR Part 12 for commercial items but recognizes the applicability of Free Trade Agreements and related trade compliance clauses. Award depends on meeting all qualification requirements at the time of award. The contracting office is NAVSUP Weapon Systems Support based in Philadelphia, PA, with point of contact provided for further information. Military specification documents and related standards are accessible through designated government online portals and support offices for bidders’ reference.
