NOTICE: This is not a solicitation but rather a Sources Sought Synopsis to determine potential sources for information and planning purposes only.  Any information submitted by respondents to this source sought synopsis is voluntary and will not be returned.  The Government will not reimburse any costs incurred or associated with the submission of information in response to this notice.


1.  Purpose


The purpose of this Sources Sought is to conduct market research to determine if responsible sources exist and to assist in determining whether this effort can be competitive and/or a total Small Business Set-Aside.  The proposed North American Industry Classification Systems (NAICS) Code is 334511 – Search, Detection, Navigation, Guidance, Aeronautical, and Nautical System and Instrument Manufacturing, with a corresponding size standard of 1,350 employees.  The Government will use this information to determine the best acquisition strategy for this procurement.


The Government is interested in all small business categories to include 8(a), Service-Disabled Veteran-Owned, HUBZone, and Women-Owned small business concerns.  Interested parties are requested to identify their small business status relative to the identified NAICS code, any anticipated teaming arrangements, and a description of similar services offered to the Government and commercial customers within the past three years.  Any responses involving teaming agreements should delineate between the work accomplished by the prime and the work accomplished by the teaming partners.


2.  Program Details


AFLCMC/WAMJ, F-16 System Program Office, Foreign Military Sales (FMS) Section, Hill AFB, UT is seeking information about potential sources interested in and capable of providing an AN/APG-83 AESA radar processor, part number 5210346-005.


2.1  Scope of Work


The contractor shall produce AN/APG-83 AESA radar processor, part number 5210346-005, maintaining Form, Fit, and Function (FFF) compatibility with the existing system configuration.

2.3  IDIQ Contract Structure


This contract is structured as an Indefinite-Delivery, Indefinite-Quantity (IDIQ) contract pursuant to FAR 16.504. All work is ordered through individual Delivery Orders (DOs) issued by the Contracting Officer. No work shall commence without an executed delivery order citing the applicable FMS case funding and authorized work scope.



2.4  Specified Tasks


The contractor shall perform the following tasks:


  • Project Management: Develop and maintain an Integrated Master Schedule (IMS) detailing all major tasks, milestones, and deliverables.
  • Processor Procurement: Procure, lot acceptance test and deliver units of item listed in Section 2.2.
  • Verification and Validation: Develop a lot acceptance testing plan and execute bench-level functional testing on the LRUs.  Testing shall verify that the units meet all FFF requirements and interface correctly within the next higher assembly.


2.5  Deliverables


Hardware: Identify all available units of item listed in Section 2.2.  Units will be retained at the contractor's facility.
