AN/SLQ-25E “NIXIE” Follow-on Contract - Notice

SUBJECT: NOTICE OF CANCELLATION – AN/SLQ-25E PRODUCTION FOLLOW-ON SOLICITATION AND NOTICE OF PLANNED OTHER TRANSACTION (OT) PROTOTYPE PROJECT

1. PURPOSE OF THIS NOTICE:

The Naval Sea Systems Command (NAVSEA) hereby provides formal notice that the previously planned Federal Acquisition Regulation (FAR)-based solicitation for the AN/SLQ-25E Production Follow-On contract under Notice ID N0025325R7004 / N0025326R7003 is CANCELLED. No FAR-based solicitation or Request for Proposals (RFP) will be issued under this notice.

2. STRATEGY REVISION & OT PROTOTYPE OPPORTUNITY:

The Government has revised its acquisition strategy to address critical manufacturing maturation, tooling qualification, and obsolescence mitigation prior to full-rate production.

In lieu of a FAR-based production contract, the Government intends to solicit and award a pre-production prototype project under the authority of 10 U.S.C. § 4022 (Other Transaction Authority for Prototype Projects). This forthcoming effort will focus on:

• Fabrication and delivery of Production-Representative Articles (PRA) / Proof of Design (POD) units.

• Fabrication of Proof of Manufacturing (POM) units and pilot-line tooling qualification to achieve Manufacturing Readiness Level (MRL) 7/8.

3. FORTHCOMING SOLICITATION DETAILS:

A formal Request for Prototype Projects (RPP) will be released through the Undersea Technology Innovation Consortium (UTIC) under a competitive OTA announcement on or about 1st Quarter FY7.

Interested parties, including traditional defense contractors, non-traditional defense contractors (NDCs), and small businesses, are encouraged to monitor the UTIC portal for future announcements regarding the AN/SLQ-25E POM/POD prototype project.
