Full Description

The Naval Sea Systems Command (NAVSEA) intends to utilize other than full and open competition to award contract modification to the previously competitively awarded AN/SQQ-89(V) Surface Ship Undersea Warfare Systems contract to Lockheed Martin Rotary and Missions Systems (LM RMS), located in Manassas, Virginia. This modification to N00024-13-C-5225 provides additional engineering hours (494,769) only. These additional hours are provided to complete the following in-process AN/SQQ-89(V) efforts: - Advanced Capability Build (ACB) 15/17/19 software builds - Technical Insertion (TI) 14/16/18 hardware configurations - Critical Hardware (HW)/Software (SW) testing of these configurations - Resolve HW obsolesce associated with these in process configurations - Certification of ACB 13/15/17/19 SW/HW - Integration of these ACB/TI builds Production and delivery of AN/SQQ-89(V) systems is not included in the additional effort. The contract modification will cover increased requirements for Option year 6 (May 2019 - May 2020) and Option Year 7 (May 2020 - May 2021). The contract will be awarded pursuant to 10 U.S.C. 2304(c)(1), "Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements." LM RMS is the only source with the requisite knowledge and experience in the current development/production stage of HW/SW configurations that can meet the Navy's requirement within the time required without impacting operational readiness. This notice is not a request for competitive proposals.
