AN/TRN-41 MP TACAN Replacement

Indra Air Traffic, Inc., based in Overland Park, Kansas, was awarded a competitive indefinite-delivery/indefinite-quantity, fixed-price contract with a not-to-exceed value of 198,360,000 dollars for the AN/TRN-41 man-portable Tactical Air Navigation (MP TACAN) system replacement program. Managed by the Air Force Life Cycle Management Center at Tinker Air Force Base, Oklahoma, the contract encompasses the delivery of MP TACAN systems, spare parts, support equipment, training, travel, and interim contractor support. Additionally, the scope includes technical data packages, engineering change support for future upgrades, and organic depot stand-up support. Performance is expected to be split between Hurricane, Utah (60 percent) and Overland Park, Kansas (40 percent), with a projected completion date by fiscal 2032. Initial funding includes 3,902,283 dollars from fiscal 2023 and 933,042 dollars from fiscal 2022. The program is governed by a detailed Statement of Work and System Requirements Document, mandating adherence to strict military standards such as MIL-STD-810H and MIL-STD-461G. Comprehensive Contract Data Requirements Lists (CDRLs) establish the protocols for data transmittal, technical documentation marking, and approval processes. Logistics and compliance are further managed through standardized warranty tracking, specific vendor packaging and marking instructions per MIL-STD-2073-1E, and mandatory wage determinations for labor classifications. Delivery locations span various military installations globally across multiple major commands, including USAFE, PACAF, and ACC, with the first delivery order FA8102-24-F2201 meeting the minimum order quantity to establish the ID/IQ contract.
