AI Contract Overview

The contract involves the sole source procurement of repair services, delivery, and purchase of hardware spare parts for the AN/TSQ-179(V)2 Tactical Ground Station (TGS) and Joint Services Workstation (JSWS) systems. The effort includes full repair, technical, engineering, diagnostic, and field support services to ensure these systems remain operational. The U.S. Army Contracting Command at Aberdeen Proving Ground plans to award a five-year Indefinite Delivery Indefinite Quantity (IDIQ) contract under firm fixed price and cost-plus-fixed-fee terms. This contract will be awarded exclusively to General Dynamics Mission Systems (GDMS), the original equipment manufacturer, due to their unique access to proprietary Level 2 drawings and specialized knowledge, making them the only responsible source able to fulfill the requirements. The contract will support both domestic and overseas locations, including potentially hostile environments, continuing the sustainment effort established under a prior contract. The procurement covers a wide range of specific parts and components with detailed National Stock Numbers (NSNs) such as ruggedized servers, antennas, converters, amplifiers, switches, power supplies, and other communication and electronic hardware crucial to TGS/JSWS operation and sustainment. NAICS code 334511 and Product Service Code J058 identify the scope as electronic manufacturing and repair services. Although this notice is a pre-solicitation and not a request for proposals or authorization to proceed, it informs industry of the upcoming sole source acquisition under FAR 6.302-1, emphasizing the government’s intention to negotiate directly with GDMS. Potential sources other than GDMS may submit capability statements for consideration, but the government reserves the right to limit competition based on the responses. No pre-solicitation conference is planned, and the contract management and points of contact are located at Aberdeen Proving Ground, Maryland.
