Solicitation # 142083-27-0002
The Department of Commerce, National Oceanic and Atmospheric Administration (NOAA), and the National Weather Service (NWS) have issued Request for Information (RFI) No. 142083-27-0002 to conduct market research for the replacement of the legacy NOAAPort Satellite Broadcast Network (SBN). The government is seeking information on innovative, high-reliability distribution capabilities—which could be cloud-based, terrestrial, satellite, or hybrid—to deliver mission-critical weather data to a geographically dispersed user community. The replacement system must support the exchange, ingestion, processing, and distribution of data products and must integrate with the NWS Hydrometeorological Interactive Virtual Environment (HIVE) and the Centralized Integrated Real-Time Repository for Unified Services (CIRRUS) using common internet protocols such as APIs and MQTT. This notice is for planning purposes only and is not a solicitation for award; no funds have been authorized or appropriated for this effort at this time. The NWS intends to deactivate the legacy SBN as early as August 31, 2027, and is requesting industry feedback on technical architectures, cloud migration strategies, security protocols, and rough order of magnitude cost estimates. Interested respondents must submit their responses in Microsoft Word or PDF format to the designated points of contact by October 29, 2026, at 12:00 p.m. Eastern Time. The government is utilizing this RFI to inform its acquisition strategy and evaluate potential small business set-aside opportunities under NAICS code 541512.

The Naval Sea Systems Command intends to award a sole source contract to The Boeing Company for Design Agent and Technical Services supporting the AN/USQ-82(V) Gigabit Ethernet Data Multiplex System. This requirement leverages Boeing's twenty-five years of expertise as the original manufacturer to manage approximately 25 circuit card designs, 300,000 source lines of code for firmware and applications, and complex Adaptation Data Sets. The scope also includes the qualification and integration of system upgrades transitioning from independent research and development to government funding. The contract is structured for a five year period of performance, consisting of one base year and four option years. While the government currently intends to negotiate exclusively with Boeing under FAR 6.302, it is actively seeking additional capable sources to identify potential competition. Interested parties were encouraged to submit capability statements or proposals within fifteen days of the notice to determine if a competitive procurement is warranted.
