Solicitation # N0038327QAA08
Solicitation NO0383-27-Q-AA08, issued by NAVSUP Weapon Systems Support Philadelphia, is a requirement for the repair, testing, and inspection of the Computer, Fuel Manage (NIIN 015238319, P/N 512010-03-01). The scope of work requires the contractor to return assets to a Ready For Issue condition, specifically including the replacement of all seven transorbs on the internal Fuel Interface Card per Engineering Investigation WC2EI-H1Y-0002-21S. The contractor is responsible for providing all necessary tooling, fixtures, and materials, with a strict prohibition on the use of MIL-W-81381 wire in favor of SAE-AS22759 series wire. Performance is subject to a one-year induction period from the date of award, and the contractor must adhere to specific Repair Turnaround Times and report all transactions via the Commercial Asset Visibility system. The government intends to make a single award based on a best-value determination, prioritizing past performance over price. Technical requirements include compliance with ISO 9001 or SAE AS9100 quality standards and ANSI/NCSL Z540 or ISO-10012-1 calibration standards. Packaging must adhere to MIL-STD-2073-1 and ASTM D3951-18, with marking following MIL-STD-129. Administrative requirements include electronic invoicing through Wide Area Workflow and compliance with various FAR and DFARS clauses, including Buy American and cybersecurity reporting. The contractor is also required to manage Beyond Economical Repair and Missing on Induction determinations through DCMA and the Procuring Contracting Officer.

Full Description

The Naval Sea Systems Command intends to purchase AN/USQ-82(V) Gigabit Ethernet Data Multiplex System (GEDMS) hardware and INCO repair from two qualified vendors: both The Boeing Company, 5301Bolsa Ave, Huntington Beach, CA 92647-2048 and DRS Maritime Systems and Services, 400 Professional Dr., Gaithersburg, MD 20879. Competition is limited to these two qualified manufacturing sources as the time and expense to qualify additional vendors is prohibitive. GEDMS is a Government Furnished Equipment build-to-print system, where no commercially adequate products satisfy the design requirements. It is not a performance-based militarized commercial-off-the-shelf (COTS) system design, although there are performance based COTS components. All items shall be in compliance with NAVSEA system specifications DMS 500.7 and GEDMS 300.0 and will be listed in the solicitation that will follow this announcement. Firms interested in subcontracting opportunities should contact Boeing and DRS directly. Delivery, inspection, and acceptance shall likewise be identified in the solicitation. It is anticipated that the solicitation will be issued around June 2014.
