These include electronic warfare support measures, electronic countermeasures, and supporting counter-countermeasures, as well as studies, analyses, and simulations for determining and improving the performance of Airborne Electronic Warfare Systems. AEA is requesting sources that can perform requirements analysis and preliminary design of a wind tunnel facility to perform acceptance testing on a wing stores pod. The front cross section of the pod measures approximately 30 inches in diameter with horizontal flaps extending to 43.4 inches in width. The vertical dimension of the flaps is approximately 23.1 inches centered evenly on the pod. The pod is approximately 120 inches in length. If necessary, a requirements conference will be conducted at NSWC Crane for further requirements clarification. A ROM estimate is requested for 1) design and build of a wind tunnel facility, or 2) identification of the cost to upgrade an existing Wind Tunnel Facility located at NSWC Crane. The wing stores pod includes a submerged Ram Air Turbine (RAT) attached by shaft to a Generator. At full power, the RAT shaft power is 102 kW. The wing stores pod includes an airflow management system (AMS) that feeds ram air to the RAT through two sets (inboard and outboard) of inlet and exhaust flaps, with flap angles that vary from 0 to 35 degrees. 2) Requirements 2.1) Wind Tunnel Airflow Speed, Density, and Temperature: 2.1.1) Airspeed and Density - Simulated Altitude for Pod full power performance: With the Pod operating at 102 kW shaft power (full power), the wind tunnel shall be capable of maintaining airspeeds and altitude density within the envelope depicted in Figure 1 with the label "Max EIRP Threshold Region" that is defined by the Mach-altitude points: 2.1.1.1. (U) (0.90M, 35.0 kft) 2.1.1.2. (U) (0.90M, 26.0 kft) 2.1.1.3. (U) (0.80M, 21.0 kft) 2.1.1.4. (U) (0.65M, 15.0 kft) 2.1.1.5. (U) (0.67M, 20.0 kft) 2.1.1.6. (U) (0.70M, 25.0 kft) 2.1.1.7. The US Navy, through NSWC Crane, is issuing a Request for Information (RFI) under announcement N00164-27-S-NC12 to identify qualified contractors capable of performing Environmental Qualification Testing (EQT) and electromagnetic compatibility (EMI) testing. The objective is to verify that the Combined All-Domain Command and Control System Afloat (CAC2S Afloat) Data Processing Assembly and Workstation Mount meet naval shipboard survival and operational requirements following a hardware technology refresh. Testing must adhere to several military standards, including MIL-DTL-901E for shipboard shock, MIL-STD-167-1A for vibration, MIL-STD-461G for electromagnetic interference, MIL-STD-810H for environmental engineering, and MIL-STD-1399 for shipboard power interfaces. Interested parties must be registered in the System for Award Management (SAM) and the Joint Certification Program (JCP) to access the full Statement of Work. The government is seeking capabilities and budgetary estimates from commercial firms, non-profits, and academic institutions, with a strong encouragement for small and disadvantaged businesses to respond. Submissions, which may include a white paper of up to five pages and company literature, are due by November 18, 2026. While this RFI is used for market research to determine if the effort should be pursued via sole source or competitive procurement, the government explicitly states that no funding is currently available and this notice does not constitute a formal solicitation or commitment to award a contract.
