Generator Energy Output Study THIS IS A SOLE SOURCE SYNOPSIS. The AF ISR Agency/A7KR Contracting Office intends to negotiate a contract on a sole source basis with Teledyne Energy Systems (TES), Cage Code ORTN5, on behalf of the Air Force Technical Applications Center (AFTAC). A firm-fixed price (FFP) contract for a six-month period is required. The services to be acquired are primarily concerned with an in-depth analysis and study of very unique generators to determine (1) The current energy output of the generators (2) The potential energy output if modified in any way (3) The projected life expectancy of the generators to support future mission capabilities and, (4) The cost of and how and where a modification to the generator would be performed if necessary. This sole source acquisition is justified under 10 USC 2304(c)(1), only one responsible source and no other supplies or services will satisfy agency requirements. Evaluation of the contractor's unique capability and acquisition history concluded that the highly specialized effort required is available from only one source. This synopsis is not to be construed as a commitment by the Government, nor will the Government pay for information solicited. TES is the original manufacturer of these very unique generators and they are the only known source with the required highly specialized key personnel in place to conduct this study in support of this mission. TES possesses the requisite experience and knowledge to perform the analysis needed for this acquisition. No solicitation documents exist at this time. This service utilizes North American Industry Classification System (NAICS) code of 541712/500 employees. Interested firms may identify their capability to respond to this requirement. This notice of intent is not a request for competitive quotes; however, the Government will consider any responses from capable sources received within 15 days after date of publication of this synopsis. NO PHONE CALLS WILL BE ACCEPTED. The AF ISR Agency/A7KR Contracting Office has determined that TES, Inc is the only source capable of providing these required services. The Air Force Federal Acquisition Regulation (AFFARS) 5352.201-9101, Ombudsman is applicable. Before consulting with an ombudsman, interested parties must address their concerns, issues, disagreements, and/or recommendations to the contracting officer for resolution. If resolution cannot be made by the contracting officer, concerned parties may contact the AF ISR Agency ombudsmen, Mr. Brian Beaudine, A7K, 102 Hall Street, Ste 258, San Antonio TX 78243-7091, phone: 210-977-2453, Fax: 210-977-3012, e-mail: brian.beaudine@lackland.af.mil.
