AI Contract Overview

This contract is aimed at providing ongoing engineering and technical data services to assess the stress, load characteristics, and operational environment of the AC-130W and Special Operations Forces (SOF) C-130 aircraft. Specifically, the contractor is required to perform a Computational Fluid Dynamics (CFD) Drag Study on the AC-130W, including interviews with flight crews and maintainers to compare actual flight performance with published Technical Order performance data. The results will be encapsulated in a final technical report that includes source data and recommended updates to the drag tables in the relevant Air Force technical manual, with the Government responsible for incorporating these updates. The period of performance for this effort is estimated to be twelve months, and the contract will be awarded on a sole-source basis to Mercer Engineering Research Center (MERC), the only known capable provider. This procurement is conducted under authority allowing for limited competition due to the specialized nature of the required services and the potential for substantial cost duplication if awarded elsewhere. Interested parties may express interest or submit proposals within 30 days of the synopsis publication; however, this is not a competition notice. The solicitation and related documents will be made available on Federal Business Opportunities, with an RFP release date of April 21, 2015, and a response deadline of May 21, 2015. The contract includes a disclosure of subcontracting opportunities and provides an Ombudsman contact to address serious contractor concerns confidentially.

NSN: Not Applicable. P/N: Not Applicable. The purpose of this requirement is to provide continuing engineering and technical data services required to determine the stress and load characteristics and/or loading environment of specified areas of the AC-130W; provide engineering and data services to define the usage and operational environment of Special Operations Forces (SOF) C-130's; and provide support for the SOF Aircraft Structural Integrity Program (ASIP). The contractor will provide a Computational Fluid Dynamics (CFD) Drag Study for the AC-130W. The contractor will, at a minimum, interview the flight crews and maintainers to obtain feedback on aircraft flight performance versus published data, analyze the AC-130W as it currently is fielded, and deliver a final technical report focusing on validating aircraft performance against the Technical Order (TO) 1C-130H-1-1 Flight Manual performance charts. The technical report will provide the source data and/or redlines as required to support update of the drag tables in TO 1C-130H-1-1. The Government will ensure this data gets incorporated into the TO. DELIVERY SCHEDULE: ESTIMATED twelve (12) month Period of Performance (PoP). Intended Source: The Corporation of Mercer University, d.b.a. Mercer Engineering Research Center (MERC), 135 Osigian Blvd, Warner Robins, GA 31088. CAGE CODE: 1WDH9. MERC is the only source known that can satisfy the needs of the agency. Authority: 10 U.S.C. 2304(c)(1) as implemented by FAR 6.302-1, only one or a limited number of responsible sources and no other supplies or services will satisfy agency requirements. Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals. However, all proposals received within thirty (30) days after date of publication of this synopsis will be considered by the Government. A determination by the Government not to compete with this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. In accordance with FAR 5.206, Notice of Subcontracting Opportunities, the information regarding this effort is posted in this synopsis. Interested sources should contact Mercer Engineering Research Center for subcontracting possibilities. Any other questions should be directed to the buyer/PCO identified below. The purpose of the Ombudsman is not to diminish the authority of the contracting officer, but to communicate serious contractor concerns, issues, disagreements and recommendations to the appropriate government personnel. When requested, the Ombudsman will maintain strict confidentiality as to the source of the concern. The Ombudsman does not participate in the evaluation of proposals in the source selection process. When appropriate, potential offerors may contact the Ombudsman, Kim McDonald, at 478-222-1088. All responsible sources may submit a quote which shall be considered by the agency. Fire Alarm engineering for Lewis County
Solicitation # 2026-RFQ-040
Lewis County is soliciting qualifications under solicitation 2026-RFQ-040 for a professional engineering firm to provide comprehensive design and engineering services for fire alarm systems. The project encompasses several County-owned facilities, including the IT Building, Historic Courthouse, Health Building, and Lewis County Jail. The selected firm will be responsible for conducting on-site evaluations to determine the remaining useful life of existing systems, assessing code compliance with NFPA 72, IBC, and IFC standards, and developing bid-ready construction drawings and technical specifications. All designs must be stamped by a licensed electrical engineer familiar with Washington State fire alarm requirements and must integrate smoothly with existing infrastructure to ensure standardized maintenance and operations. Proposals are due by November 10, 2026, via the OpenGov platform and will be evaluated by a committee of at least three County employees using a points-based system. The evaluation criteria are equally weighted at 20 percent each across four categories: firm qualifications (including NICET certifications and licensed engineer availability), responsiveness and capacity to begin work within 30 days, regulatory compliance and permitting records, and the clarity and detail of blueprint designs. Applicants must provide a statement of qualifications, three public agency references from the last five years, and resumes of key personnel. The contract is administered by Matt Patana, Capital Infrastructure Specialist, based in Chehalis, Washington.
