This contract involves providing analytical engineering studies to support the Aircraft Structural Integrity Programs (ASIP) for AC-130, MC-130E, MC-130H, and MC-130P aircraft as part of the broader Aging Aircraft sustainment initiative. The work aims to complement the existing generic ASIP program managed by the C-130 program office by focusing on unique structural integrity issues related to these specific aircraft models, many of which have been in service for over 30 years. Key activities include updating fatigue life predictions to account for current mission profiles, configurations, and usage patterns, as well as conducting detailed assessments of the impacts on structures due to aging and operational factors. Additionally, the studies may incorporate newly discovered structural integrity concerns identified during routine maintenance. The contract is exempt from synopsis requirements under FAR 5.202(a)(10) because it supports essential engineering, research, or development capabilities provided by a nonprofit or federally funded research entity. Subcontracting opportunities are available through the Mercer Engineering Research Center, and potential offerors are encouraged to contact them for further information. The contract spans a 12-month period, with the place of performance in Warner Robins, Georgia. An Ombudsman is available to address unresolved concerns from contractors confidentially, ensuring open communication with the government while maintaining the contracting officer’s authority in the source selection process. The designated point of contact for this solicitation is Jennifer C. Williams.

Full Description

In accordance with FAR 5.202(a)(10), synopsis is not required for this requirement as it is "to establish or maintain an essential engineering, research, or development capability to be provided by an educational or other nonprofit institution or a federally funded research and development center". See Note 22; Authority: 10 U.S.C. 2304(c)(3) or 41 U.S.C. 253(c)(3). In accordance with FAR 5.206 Notices of Subcontracting Opportunities, the information regarding this effort is posted below. Interested sources should contact Mercer Engineering Research Center for subcontracting possibilities. Any other questions or concerns should be directed to the buyer/PCO identified below. If your concerns are not satisfied by the contracting officer, an Ombudsman has been appointed to hear serious concerns that are not resolved through established channels. The purpose of the Ombudsman is not to diminish the authority of the contracting officer, but to communicate serious contractor concerns, issues, disagreements, and recommendations to the appropriate government personnel. When requested, the Ombudsman will maintain strict confidentiality as to the source of the concern. The Ombudsman does not participate in the evaluation of proposals in the source selection process. When appropriate, potential offerors may contact the Ombudsman, Kim Lynn, at 478-926-2183. See note 22. The purpose of this task is to provide analytical engineering studies to support the AC-130, MC-130E, MC-130H and MC-130P Aircraft Structural Integrity Programs (ASIP) as a part of the overall Aging Aircraft sustainment effort. This program will benefit the air force by complimenting the existing generic ASIP program of the C-130 program office, and will focus on identifying and solving AC-130, MC-130, HC-130 and EC-130 specific structural integrity issues, especially those issues associated with the 30+ year age of the aircraft. Existing fatigue life predictions will be updated to reflect the current mission profiles, configuration, and usage. Generic C-130 Individual Aircraft Tracking will be complimented with more in-depth studies of the impacts on the AC-130, MC-130, HC-130 and EC-130 structures due to the mission profiles and other similar aging aircraft airframe concerns. Other as yet unknown Aging Aircraft Structural Integrity problems may be incorporated into the study as they are found during routine maintenance. The period of performance is 12 months.

Fire Alarm engineering for Lewis County
Solicitation # 2026-RFQ-040
Lewis County is soliciting qualifications under solicitation 2026-RFQ-040 for a professional engineering firm to provide comprehensive design and engineering services for fire alarm systems. The project encompasses several County-owned facilities, including the IT Building, Historic Courthouse, Health Building, and Lewis County Jail. The selected firm will be responsible for conducting on-site evaluations to determine the remaining useful life of existing systems, assessing code compliance with NFPA 72, IBC, and IFC standards, and developing bid-ready construction drawings and technical specifications. All designs must be stamped by a licensed electrical engineer familiar with Washington State fire alarm requirements and must integrate smoothly with existing infrastructure to ensure standardized maintenance and operations. Proposals are due by November 10, 2026, via the OpenGov platform and will be evaluated by a committee of at least three County employees using a points-based system. The evaluation criteria are equally weighted at 20 percent each across four categories: firm qualifications (including NICET certifications and licensed engineer availability), responsiveness and capacity to begin work within 30 days, regulatory compliance and permitting records, and the clarity and detail of blueprint designs. Applicants must provide a statement of qualifications, three public agency references from the last five years, and resumes of key personnel. The contract is administered by Matt Patana, Capital Infrastructure Specialist, based in Chehalis, Washington.
