The Commander Fleet Readiness Center hereby gives notice of their intent to award a sole-source contract to ANARK CORPORATION, 3005 Center Green Drive Suite 225, Boulder, CO 80301-6306 (Cage Code: 3C0A3). The Commander Fleet Readiness Centers (COMFRC) Digital Group Aviation Product Lifecycle Management (AvPLM) program intends to procure software licenses for Anark Core to transform engineering and enterprise data into fit-for-purpose content for use in engineering release, supply-chain, manufacturing, quality inspection, and field service, enabling users to publish interactive 3D PDF documents. Anark Core is the incumbent contractor and has been qualified to meet the AM/DT requirements. Qualifying another vendor would result in an unreasonable duplication of cost and unacceptable delay in schedule. Anark Core is specifically intended to transform engineering Computer-Aided Design (CAD) files for aircraft and support equipment components into 3D PDF files. This enables distribution of the CAD information to vendors, reviewers, and sites which can produce 3D prints of the components. Per the FAR 6.302-1(a) (2) (ii) (A), when only one responsible source and no other supplies or services will satisfy agency requirements, supplies may be deemed to be available only from the original source in the case of a follow-on contract for the continued development, or production of a major system or highly specialized equipment, including major components thereof, when it is likely that award to any other source would result in substantial duplication of cost to the Government that is not expected to be recovered through competition. THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE QUOTES. However, all responsible sources may submit a capability statement, which, if received within two (2) calendar days after the date of the publication of this synopsis, will be considered. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. A determination by the Government not to compete this requirement based upon responses received as a result of this notice is solely within the discretion of the Government. The point of contact for this requirement is Zacerry Herbert, Zacerry.herbert@navy.mil
