Justification for Other than Full and Open Competition - Simplified Acquisition Threshold 1. Vessel: 154- WPC 2. PR#_____________________________ 3. Description of Supplies or Services: Purchase of ten (10) Fluked Marine Anchors, P/N: FX-125, NSN: 2040-01-357-9112, component of the 154 WPC Fast Response Cutter Mooring and Anchoring System. 4. Estimated Value of Procurement: 5. Source Available: Name: Fortress Marine Anchors (OEM) Address: 1386 W. McNab Road Fort Lauderdale, FL. 33309-1132 Phone: +1 (555) 000-0000 6. Pursuant to FAR Subpart 13.106-1 (b), the Contracting Officer may solicit from one source if they determine that the circumstances of contract action deem only one source reasonably available: Check the appropriate reason below: _X_ Brand Name Mandatory 7. Impact Statement: The item listed above must conform to design, materials, and operational requirements. The listed item is the standard configuration currently installed and in use with the Mooring & Anchoring System utilized on the 154 WPC Fast Response Cutter. Any attempt to manufacture the listed item without the proper specifications, drawings, and technical data could cause equipment failure and subsequent damage to the Patrol Boat. Any failure of substituted parts would jeopardize the safety of the vessel and crew. 8. Explain why an adequate purchase description or other information suitable to solicit by Full and Open Competition has not been developed or are not suitable. Fortress Marine Anchors is the Original Equipment Manufacturer (OEM) of the listed item used on the 154 WPC Coast Guard vessels. Though other anchors can be used on the 154 Fast Response Cutter, this particular anchor was chosen to be installed on all 154 WPC's as a standard piece of equipment in order that all vessels comply with standardization. Other manufacturers such as Danforth and Guardian also supply fluke type anchors, but their dimensions do not match that of the current Fortress anchor being utilized. This would cause the cutters to install new brackets for mounting this anchor which includes cutting and welding. Also, the possibility exists that other anchors may not function like the Fortress anchor which can place the vessel in a dangerous position while anchoring. Vendors other than OEM shall provide documentation certifying the listed item meets OEM specifications and standards and they pertain to the 154 WPC Fast Response Cutter. 9. Provide a Statement of Actions, if any, the government may take to remove or overcome any barriers to competition before future acquisitions are required. COR will continue to conduct market research to locate other vendors capable of providing the above listed items.
