AI Contract Overview

The contract involves professional engineering services for the Anclote Road Stormwater and Roadway Improvements project in Pinellas County, Florida. From 2021 to 2024, the County conducted a Preliminary Engineering Study aimed at evaluating alternatives for roadway and drainage improvements along Anclote Road between US 19 and Anclote Boulevard. While a Preliminary Engineering Report was produced in June 2024 documenting the study’s findings, the prior effort did not include an environmental assessment compliant with the National Environmental Policy Act (NEPA). To secure Clean Water State Revolving Funds through the U.S. Environmental Protection Agency’s (EPA) State and Tribal Assistance Grant program, the County must complete an environmental assessment and prepare an Environmental Information Document (EID) aligned with EPA guidelines. The current scope focuses on further analysis and refinement of two previously developed Build Alternatives plus a No Build Alternative, incorporating a NEPA-compliant environmental evaluation as required by the EPA. This includes updating and expanding earlier project reports to meet federal grant requirements, ultimately selecting a Preferred Alternative based on comprehensive environmental and engineering considerations. The solicitation is managed by the County’s Public Works Department in Clearwater, Florida, with a response deadline in early April 2026. The contract process includes a Notice of Intent to Sole Source and a Non-Competitive Oversight Committee Justification, reflecting the unique qualifications or circumstances warranting non-competitive procurement. Key County contacts have been identified to manage submissions and coordination.
