Animal Feed for Dallas Animal Services Department

The City of Dallas Office of Procurement Services is establishing a three-year Indefinite Delivery/Indefinite Quantity (ID/IQ) master agreement for the purchase of animal feed to support the Dallas Animal Services Department. Under this agreement, goods will be ordered on an as-needed basis and must be delivered FOB to the Dallas Animal Services facility at 1818 N Westmoreland Rd, Dallas, Texas. All orders must be completed within 30 days of receipt, and the supplier is responsible for all shipping costs and any loss or damage occurring during transit. The City retains the right to award the contract to multiple suppliers and will act as the final judge regarding product quality and acceptance. The procurement process utilizes a Lowest Price Technically Acceptable (LPTA) or trade-off basis, evaluating bidders on responsiveness, responsibility, price competitiveness, and past performance, with a 5-point local preference available for qualified Dallas businesses. Mandatory submission requirements include a W-9 form, Safety Data Sheets for hazardous materials, and a $100 bid security. Awarded vendors must comply with various federal and state regulations, including OSHA labor standards, the Clean Air Act, and Texas Government Code restrictions. Invoicing is handled electronically via the City's Accounts Payable department, with payments issued through Electronic Funds Transfer.
