Annapolis Maryland State House Organic Landscaping

The State of Maryland, through the Department of General Services, is soliciting bids for organic landscaping maintenance and management services for the Maryland State House and Maryland State Circle located at 100 State Circle, Annapolis. The objective is to maintain the grounds to a high aesthetic and health standard using sustainable practices, specifically defined as landscaping without the use of synthetic pesticides, fertilizers, or soil amendments. Primary services are performed from March through mid-December and include seasonal plantings of red and yellow winter pansies, tulip bulbs, and Dragon Wing begonias to match the Maryland State flag colors. The contract structure consists of three base terms with two optional one-year renewal extensions. Award will be granted to the responsive and responsible vendor offering the lowest total bid price. To qualify, bidders must demonstrate five consecutive years of experience in organic landscaping and provide three references from the last ten years. Additionally, the contractor must employ staff with specific certifications, including Certified Professional Horticulturist, Certified Perennial Gardener, Chesapeake Bay Landscape Professional, and Landscape Design Certified. The contract requires compliance with Maryland's Green Purchasing requirements, MBE participation goals, and the Maryland Healthy Working Families Act. Personnel must undergo criminal background checks and obtain security clearance. Bids must be submitted electronically via the eMMA portal by November 21, 2026.
