ANNUAL 69KV CIRCUIT BREAKER MULTI-YEAR AGREEMENT

The City of Lakeland has issued solicitation 2026-ITB-127 for a multi-year agreement to purchase 69kV circuit breakers. The contract consists of an initial one-year term with the option for four additional one-year renewals, not to exceed five years in total. The required equipment must be three-phase, 60 Hz, outdoor-rated for a solidly grounded system with a maximum line-to-line voltage of 72.5 kV, utilizing SF6 gas or vacuum as the dielectric medium in a dead tank construction. Specific part numbers are designated for 48VDC and 125VDC configurations. Deliveries are computed FOB to the City of Lakeland facility, and the contractor must provide 72 hours notice prior to shipment. Payment is set at 100 percent within 30 days of delivery upon fulfillment of all contract terms. To be considered responsive, bidders must submit their proposals via the OpenGov portal by October 27, 2026, including a W-9, Sunbiz registration, and proof of insurability. Award is based on the lowest responsive and responsible bid, with a requirement that bids remain valid for 90 days. The contract mandates strict adherence to packaging and marking standards, including the use of stainless steel nameplates and specific corrosion prevention measures. Contractors must also comply with comprehensive legal and safety requirements, including signing indemnification agreements, providing a human trafficking affidavit, and passing safety audits covering drug policies and training records. Additionally, bidders must certify they are not suspended or debarred under 49 CFR Part 29 and are not listed on scrutinized companies lists regarding Sudan or Israel.
