AI Contract Overview

Tarrant County is seeking a vendor to manage its oil and gas mineral assets under a twelve-month contract with the possibility of two additional one-year renewals, contingent upon mutual agreement and county approval. The contract requires strict price firmness across the entire term and mandates that vendors submit updated documentation thirty days prior to any option period commencement; failure to do so may result in the county rescinding the renewal or pursuing a new solicitation. The scope of work includes developing a strategic leasing plan, reviewing and negotiating lease agreements, processing mineral revenue, monitoring environmental compliance such as surface restoration and well plugging, representing the county at public meetings, and providing quarterly and annual progress reports. Performance is evaluated on a best-value, trade-off basis using a 1,000-point system that prioritizes the vendor’s management and organization plan (350 points), qualifications and experience (200 points), and the availability and experience of the assigned project manager (200 points), with responsiveness and references accounting for the remaining points. Price is not a direct evaluation factor, emphasizing technical capability over cost. Vendors must comply with Texas local government code, HB 1295, competitive bidding laws, and HUB program requirements, and are required to certify diversity classifications such as HUB, DBE, MBE, WBE, and others, submitting supporting documentation for each claimed category. Affirmative responses trigger obligations such as disclosing interested parties within ten business days or promptly notifying the county of changes in boycott status or debarment. All personnel requiring access to county data or facilities must pass a criminal background check—fingerprint-based CJIS, HR, or Sheriff’s—and maintain clearance throughout the contract. The county retains sole authority for inspection and acceptance at delivery points within Tarrant County, with payment processed via vendor invoices linked to county purchase orders. No formal contract type such as FFP or IDIQ is specified, but the solicitation functions as a Request for Qualifications. Submissions must be made electronically through the county’s eProcurement portal in PDF format, with no physical or email submissions accepted. Secondary and alternate vendors are permitted under strict conditions—including written approval and pricing parity—but their use does not alter the primary vendor’s contractual standing. The county does not require UEI, CAGE, or federal socioeconomic certifications, though internal diversity and eligibility declarations are mandatory. No packaging, marking, or preservation standards are outlined, and no specific accounting codes or invoicing platforms like WAWF are referenced.
