Annual Electrical Maintenance and Repair Services

Lamar University is soliciting proposals for an indefinite delivery/indefinite quantity contract for annual electrical maintenance and repair services on an as-needed basis. The scope of work includes providing all labor, materials, and equipment for repairs, specifically including transformer evaluation and repair. Key operational requirements include maintaining a 24-hour on-call service with a maximum two-hour emergency response time and utilizing two licensed journeyman electricians for all high-voltage equipment or wiring work. To ensure rapid response, respondents must be located within one hour of the university campus in Beaumont, Texas. The contract is scheduled to begin on October 1, 2026, and will be awarded based on a best-value selection process that evaluates qualifications and pricing. Proposals must be submitted by September 10, 2026, at 2:00 p.m. CT, and must follow strict packaging guidelines, including separate sealed envelopes for the statement of qualifications, pricing and delivery proposal, and subcontracting plan. The successful contractor must comply with various Texas state mandates, including the Prompt Payment Act, the Buy American Iron and Steel requirement, and mandatory certified cybersecurity training. Additionally, the contractor must provide a five-year warranty on all 4160 splices and ensure all installed materials are new. Payment will be processed via electronic funds transfer after the submission of electronic invoices.
