AI Contract Overview
The United States Department of Agriculture’s Animal and Plant Health Inspection Service (APHIS) intends to award a sole source firm-fixed-price requirements contract to Dimension Supply Inc. for the exclusive procurement of binary explosives and associated accessories, primarily Kinepak K12 and Dyno Nonel products, to support its annual beaver dam removal program in Raleigh, North Carolina. This acquisition is authorized under FAR Part 12 procedures for commercial items and is not a competitive solicitation, though all responsible sources may submit capability statements by May 21, 2026, to demonstrate their ability to meet the requirement; however, the government retains full discretion to determine whether to proceed without competition. The contract includes a base year and four one-year option periods, totaling a potential five-year performance period, with deliveries required within thirty days of order placement at the F.O.B. destination delivery point: USDA-APHIS-Wildlife Services, 6213-E Angus Drive, Suite E, Raleigh, NC 27617. All items must comply with Buy American requirements and other mandated sustainability and ethical standards, with products known to be manufactured exclusively by Dimension Supply Inc., justifying the non-competitive approach. The solicitation employs a Lowest Price, Technically Acceptable (LPTA) source selection methodology, evaluating proposals based first on technical sufficiency—demonstrating sound approach and compliance with the Statement of Work—then on price reasonableness among accepted offers. Past performance will be assessed using adjectival ratings but carries no numerical weight. Offerors must submit three mandatory attachments: a Technical Proposal, a Price Proposal with completed Schedule of Items, and a comprehensive set of Representations and Certifications as required by FAR clauses, including SAM registration, DEI anti-discrimination compliance, contractor code of conduct, whistleblower protections, and Buy American certifications. Payment will be processed through the Invoice Processing Platform (IPP), and invoices must be submitted after government acceptance of deliveries. Security requirements mandate basic safeguarding of contractor information systems and compliance with federal security policies, though no individual security clearances are required. The contracting officer is Paige Francis, with Todd Menke serving as the technical point of contact. The solicitation explicitly excludes set-asides for small businesses and other socioeconomic categories, though participation from such entities is not prohibited. Any entity interested in responding must submit materials electronically by the deadline and is advised that costs incurred in preparing a submission will not be reimbursed by the government under any circumstances.
