Combined Solicitation & Notice of Intent (SOLE SOURCE)


This is a combined synopsis/solicitation for commercial products or commercial services prepared in accordance with RFO Part 12. This announcement constitutes the only solicitation. Offers are being requested and a separate, written solicitation will not be issued [RFO12.202(b)(1)]


(i) AFTC/PZZG intends to negotiate on a Sole Source basis with Keysight Technologies Inc for a five-year calibration service agreement (one-year base period plus four option years) to maintain twenty-three (23) pieces of critical, high-precision electronic test and measurement equipment manufactured by Keysight.


Solicitation number FA930226Q0079 is issued as a request for quotation (RFQ) for calibration services.


This acquisition is not set aside for small business concerns. This solicitation incorporates provisions and clauses by reference. The full text of provisions and clauses may be accessed electronically at www.acquisition.gov.


(ii) The required services and deliverables are as follows. Please see attached Statement of Work for additional information:


  • The contractor shall perform NIST-traceable calibration and adjustment services for twenty-three (23) pieces of Keysight Technologies electronic test and measurement instruments.
  • Service Requirements & Deliverables
    • OEM Standards: All services must be performed by Keysight Technologies or a certified Keysight Authorized Service Provider using OEM proprietary procedures and software to maintain equipment integrity and warranty.
    • Traceability: All calibrations must be traceable to the National Institute of Standards and Technology (NIST).
    • Required Documentation: Upon completion of service for each asset, the contractor shall deliver a certificate of calibration, along with pre-calibration (as-found) and post-calibration (as-left) measurement data reports.
  • Unscheduled Maintenance (OVER AND ABOVE WORK)
    • The Government has established a separate Contract Line Item Number (CLIN) for Over and Above work with a strict Not-to-Exceed (NTE) limit of $50,000.00 per contract year. The Contractor is not authorized to exceed this annual threshold without written approval and a formal contract modification from the Contracting Officer (CO).
      • Labor: Unscheduled emergency repairs, complex diagnostics, and out-of-hours troubleshooting.
      • Parts & Materials: Non-standard replacement components and specialized hardware critical for restoration.
      • Response: Rapid mobilization for unexpected equipment breakdowns or critical safety hazards.

(iv) FOB Destination, Building 1030, Edwards Air Force Base (EAFB). PoP shall not exceed five (5) years.

Response times. This letter does not constitute a change order, nor does it grant permission to begin work on the proposed requirements. It is requested that your proposal be submitted as soon as practical, but no later than 12PM PDT on 27 July 2026 to allow for analysis and processing.



NOTICE OF INTENT TO SOLE SOURCE


Market research and OEM consultation confirm that Keysight Technologies is the only source capable of satisfying this requirement. As the Original Equipment Manufacturer of the signal and network analyzers, Keysight holds proprietary rights to the custom software required to successfully verify, adjust, and calibrate the internal components of these specific models. While third-party laboratories may possess general testing capabilities, they do not have access to Keysight's proprietary adjustment software. Therefore, relying on any source other than the OEM would result in an inability to restore the equipment to exact factory specifications, negatively impacting the mission and rendering the equipment uncertified for operational use.


Scope of Work


This requirement is for a five-year calibration service agreement (one-year base period plus four option years) to maintain twenty-three (23) pieces of critical, high-precision electronic test and measurement equipment manufactured by Keysight Technologies.


Service Requirements & Deliverables:


-OEM Standards: All services must be performed by Keysight Technologies or a certified Keysight Authorized Service Provider using OEM proprietary procedures and software to maintain equipment integrity and warranty.

Market Research


The Government reviewed previous awards for similar calibration services which were awarded on a sole source bases to Keysight Technologies Inc. Keysight confirmed via email that they are the sole vendor that possesses the custom software to perform the verification/adjustment/calibration.


Instructions to Interested Parties


This notice of intent is not a request for competitive proposals; however, all responsible sources may submit a capability statement, proposal, or quotation which shall be considered by the agency. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government.


Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
