The U.S. Air Force Flight Test Center is soliciting a five-year sole-source calibration service agreement with Keysight Technologies Inc. for the maintenance of twenty-three high-precision electronic test and measurement instruments manufactured by Keysight. The contract, identified by solicitation number FA930226Q0079, includes a one-year base period with four optional years and is not set aside for small businesses. Services must be performed exclusively by Keysight or its certified service providers using proprietary OEM software and procedures to ensure equipment integrity, warranty validity, and compliance with NIST traceability standards. Each calibration must be documented with a certificate and detailed as-found and as-left measurement reports. A separate CLIN with a $50,000 annual not-to-exceed limit is established for unscheduled emergency repairs, including labor, specialized parts, and rapid response to critical failures, with any exceedance requiring formal written approval from the Contracting Officer. The requirement is strictly sole source due to Keysight’s exclusive control over custom calibration software, which third parties cannot access, making competitors incapable of restoring equipment to factory specifications. Performance is to be delivered FOB Destination at Edwards Air Force Base, California, with proposals due by 12 PM PDT on July 27, 2026. All inquiries should be directed to the designated Contract Specialist or Contracting Officer.

NOTICE OF INTENT TO SOLE SOURCE

Market research and OEM consultation confirm that Keysight Technologies is the only source capable of satisfying this requirement. As the Original Equipment Manufacturer of the signal and network analyzers, Keysight holds proprietary rights to the custom software required to successfully verify, adjust, and calibrate the internal components of these specific models. While third-party laboratories may possess general testing capabilities, they do not have access to Keysight's proprietary adjustment software. Therefore, relying on any source other than the OEM would result in an inability to restore the equipment to exact factory specifications, negatively impacting the mission and rendering the equipment uncertified for operational use.

Scope of Work

This requirement is for a five-year calibration service agreement (one-year base period plus four option years) to maintain twenty-three (23) pieces of critical, high-precision electronic test and measurement equipment manufactured by Keysight Technologies.

Service Requirements & Deliverables:

-OEM Standards: All services must be performed by Keysight Technologies or a certified Keysight Authorized Service Provider using OEM proprietary procedures and software to maintain equipment integrity and warranty.

-Traceability: All calibrations must be traceable to the National Institute of Standards and Technology (NIST).

-Required Documentation: Upon completion of service for each asset, the contractor shall deliver a certificate of calibration, along with pre-calibration (as-found) and post-calibration (as-left) measurement data reports.

Unscheduled Maintenance (OVER AND ABOVE WORK)

-The Government has established a separate Contract Line Item Number (CLIN) for Over and Above work with a strict Not-to-Exceed (NTE) limit of $50,000.00 per contract year. The Contractor is not authorized to exceed this annual threshold without written approval and a formal contract modification from the Contracting Officer (CO).

-Labor: Unscheduled emergency repairs, complex diagnostics, and out-of-hours troubleshooting.

-Parts & Materials: Non-standard replacement components and specialized hardware critical for restoration.

-Response: Rapid mobilization for unexpected equipment breakdowns or critical safety hazards.

Market Research

The Government reviewed previous awards for similar calibration services which were awarded on a sole source bases to Keysight Technologies Inc. Keysight confirmed via email that they are the sole vendor that possesses the custom software to perform the verification/adjustment/calibration.

Instructions to Interested Parties

This notice of intent is not a request for competitive proposals; however, all responsible sources may submit a capability statement, proposal, or quotation which shall be considered by the agency. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government.

Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.

Combined Synopsis/Solicitation – Compunetix TDI-13II Mission Voice Consoles and Peripherals
Solicitation # F1S0AZ6239A002
The Air Force Test Center (AFTC/PZZF) at Edwards AFB is seeking a firm-fixed-price commercial purchase order for brand-name Compunetix, Inc. components to support the Next Generation Air Dominance (NGAD) project within Mission Control Room 160. The requirement consists of 27 TDI-13II R/B GTX consoles (P/N: 00-6611-0936), 54 EPOS HME 46 dual channel headset tops (P/N: P13-1502-0038), and 54 EPOS headset bases (P/N: 13-1502-0039-NL-15). These specific components are required to ensure native integration with the existing Range Communication System (RASS) voice distribution switching architecture and to maintain the current RASS Authority to Operate (ATO) security baseline. This is intended as a sole-source procurement under Simplified Acquisition Procedures, as Compunetix, Inc. is the original equipment manufacturer and the only source capable of providing the proprietary hardware necessary to avoid mission risk and schedule delays. While the government intends to negotiate with the OEM, all responsible sources may submit capability statements or quotations by September 16, 2026, at 12:00 PM PDT. Submissions must demonstrate the ability to provide identical, OEM-certified components that interface with the existing VCSU switching matrix. Vinyl Shelters / Sunshades-RAMP 7
Solicitation # FA930226R0008
Solicitation FA930226R0008 is a request for proposals for the manufacturing and installation of aircraft sunshades at Ramp 7, Edwards Air Force Base, California. This total small business set-aside is classified as a service contract under NAICS code 332311, as over 51 percent of the cost is driven by physical assembly and specialized installation. The project requires the delivery of four vinyl shelters featuring hot-dip zinc-coated steel frames and flame-retardant fabric compliant with NFPA 701. Technical specifications include the ability to withstand sustained wind speeds of 110 mph, adherence to California building codes and Edwards AFB seismic and snowload criteria, and a comprehensive corrosion protection plan for high-desert environments. All vinyl shelters must be marked with DoD item unique identifiers using two-dimensional datamatrix symbology. The government intends to award a single firm-fixed-price contract using a best value tradeoff source selection process. Proposals will be evaluated based on three factors of equal individual importance: price, technical capability, and past performance, though the non-price factors are collectively significantly more important than price. Past performance is evaluated based on recency within three years and relevancy to the scope and complexity of the project. The period of performance is from September 30, 2026, to September 29, 2027. Proposals must be submitted electronically in four distinct volumes by September 21, 2026. Payment will be processed through the Wide Area WorkFlow system, and delivery is specified as FOB Destination to Edwards AFB.
