This amendment is to clear up PWS due to language that caused a disparity in the number of handwashing stations needed. Evaluation criteria in clause 52.212-2 and the corresponding addendum has also been revised to reflect the addition of past performance.

This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The solicitation number is W912TF26QA012 and is issued as a Request for Quote (RFQ), unless otherwise indicated herein. This solicitation document and incorporated provisions and clauses are those in effect through the Revolutionary FAR Overhaul (RFO) and Federal Acquisition Circular (FAC) 2026-01. The associated North American Industrial Classification System (NAICS) code for this procurement is 562991 Septic Tank and Related Services, a small business size standard of $9.0M. This requirement is 100% set-aside for small business, and only qualified vendors may submit quotes. The solicitation will start on the date this solicitation is posted and will end on 06 May 2026, 4:00PM. Eastern Time. Free On Board (FOB) Destination shall be required to BLDG 990, 9th Middle Street, Main Post, Fort Drum, NY 13602. The Government intends to award a Firm-Fixed Price (FFP) contract.

The New Hampshire Army National Guard (NHARNG), 197th Fires Brigade, requires portable latrines and handwashing stations in accordance with the attached Performance Work Statement (PWS):
CLIN 0001: Portable Toilets (71 EA)
Must meet the following salient characteristics:
Portable single stall chemical toilet.
CLIN 0002: Portable Handwash Station (QTY = 18 EA)
Portable hand wash stations.
CLIN 0003: Pump and Clean (QTY = 7 EA)
Pump and cleaning of portable toilets. Restock of toilet paper and fluids. Restock of handwash station water/paper towels.
CLIN 004: Delivery (QTY = 1 EA)
Delivery to Fort Drum locations IAW the PWS.
CLIN 0005: Pickup (QTY = 1 EA)
Pick up from Fort Drum locations IAW the PWS.
IMPORTANT NOTE TO OFFERORS:
- Interested parties MUST review the attached Addendum FAR 52.212-2 (Evaluation Factors).
- Technical Capability must include a defined plan for securing a Fort Drum "Local Access Pass."
