Annual Vacant Unit Painting

The United Counties of Leeds and Grenville is seeking quotations for painting services for vacant housing units across 18 multi-residential and 177 family rent-geared-to-income buildings. The scope of work includes full repainting, partial repainting, and touch-up work, requiring the contractor to provide all necessary labor, materials, transportation, and equipment. The contract is for a three-year term from January 1, 2027, to December 31, 2029, with a possible one-year extension. While the contractor must provide unit pricing for various apartment and townhouse sizes and extra items such as wallpaper removal and stain blocking, there is no guaranteed number of units to be painted annually. The contract will be awarded to the lowest responsible bidder following a three-stage evaluation of mandatory submission requirements, technical requirements, and pricing. Successful bidders must provide a 1,000 dollar certified cheque as a performance bond and maintain commercial general liability insurance of at least 5 million dollars per occurrence, along with a current WSIB certificate. Contractors must comply with Ontario's Occupational Health and Safety Act and are cautioned regarding the potential presence of asbestos, silica, and lead in the properties. Invoicing is conducted monthly, with payments made within 28 days of receipt of a proper invoice, subject to the holdback provisions of the Construction Act.
