The contract is for the procurement of a single corrosion-preventative anode (NSN 5342-01-498-8270) under a small business set-aside, with a total estimated value of approximately $112,988 based on multiple line items of similar items. Delivery is required within 154 days after the delivery order, no later than June 18, 2026, to the DLA Distribution facility in New Cumberland, Pennsylvania, under FOB Origin terms. The specification mandates strict adherence to DLA’s Master List of Technical and Quality Requirements, including inspection and acceptance at the manufacturer’s origin, removal of government identification from non-accepted supplies, and compliance with export control regulations under ITAR or EAR, restricting technical data sharing to only those contractors with approved JCP certification, completed training, and DLA authorization. Packaging must conform to MIL-STD-2073-1E using U unit pack, epoxy sealed containers, burlap cushioning, and must exclude mercury compounds except under strict dual-containment conditions for exempt components, as defined by NAVSEA 5100-003D. Marking follows MIL-STD-129 with 2D Data Matrix barcoding, though Unique Item Identification is waived per DFARS 252.211-7003. The contractor must ensure hazardous materials are labeled per OSHA’s Hazard Communication Standard and submit MSDS documentation. Cybersecurity obligations include implementation of NIST SP 800-171 controls for safeguarding covered defense information, with mandatory reporting of cyber incidents, and compliance with regulations prohibiting hexavalent chromium and toxic substance disposal. Payment is mandated through Wide Area WorkFlow with electronic submission of invoices and receiving reports, and accelerated payments are required for small business subcontractors. The solicitation is open exclusively to small businesses, with offerors required to certify their socioeconomic status and provide UEI or CAGE codes. All proposals must be submitted electronically via DIBBS by July 27, 2026, and the contract incorporates a suite of FAR and DFARS clauses covering inspection, default, changes, subcontracting, electronic payments, export control, and compliance with defense information protection standards.
