AI Contract Overview
The Department of Commerce's National Oceanic and Atmospheric Administration (NOAA) is seeking to award a firm fixed price contract for Antcom GPS/Passive Iridium Antennas (model 1.5GIR1516RR-AP-XSS-1) to support the National Data Buoy Center (NDBC) at the Stennis Space Center in Mississippi. This procurement is a total small business set-aside and requires vendors to be verified resellers of the Antcom brand, as the agency has determined that this specific brand and model meet its needs uniquely. The Antcom antenna is integral to NDBC’s coastal weather buoys and related systems, which have been specifically designed around the antenna’s specifications to maintain operational consistency and cost-effectiveness. Modifying these systems to accommodate other antenna types would incur significant cost and risk, warranting the brand name requirement. The solicitation, identified by number 142082-26-0227, was posted on April 2, 2026, with a response deadline of April 9, 2026. The contract will be awarded to the responsible and responsive quoter providing the best value according to federal acquisition regulations. Additionally, all contractors must be registered in the System for Award Management (SAM) and possess a unique entity identifier (UEI) to be eligible for award. The place of performance is Stennis Space Center, Mississippi, with the contracting office located in Norfolk, Virginia. Abigail Green is the primary point of contact for this procurement.

Full Description
The National Oceanic and Atmospheric Administration (NOAA) intends to award a firm fixed price contract for Antcom GPS/Passive Iridium Antenna (P/N P/N: 1.5GIR1516RR-AP-XSS-1) for the National Data Buoy Center at Stennis Space Center, MS.
This is a Brand Name Requirement. Vendors must be a verified reseller of Antcom.
Brand Name Justification:
Antcom brand name is essential to the requirement and market research indicates similar products do not meet or cannot be modified to meet agency needs. The NDBC uses the Antcom model 1.5GIR1516RR-AP-XSS-1 dual antenna in its coastal weather buoys, coastal land-based weather stations, auxiliary payloads, and in the Tropical Atmosphere Ocean (TAO) buoys to reduce fabrication costs and reduce the number of spare antenna required to be kept in inventory. These weather systems have been designed around this specification, from the power of the antenna, the grounding planes, the mating cable connections and the physical mounting. Modifications to these weather systems to accommodate additional antenna models would introduce significant additional cost and risk to the NDBC mission.
The Government intends to make an award to the responsive responsible quoter providing the best value in accordance with FAR 12.203(c)(2). DOC, Eastern Acquisition Division requires that all contractors doing business with this office be registered with the System for Award Management (SAM). No award can be made to a company not registered in SAM. Contractors active in SAM have a unique entity identifier (UEI) that is used to do business with the federal government. The Government has moved to a free new, non-proprietary identifier that will have to be requested in, and assigned by, the System for Award Management (SAM.gov). You can register and access the site by going to www.sam.gov.
