Solicitation SPE7M1-27-U-1039 is an indefinite-quantity procurement issued by the Defense Logistics Agency (DLA) Weapons Support Maritime Supply Chain for the supply of 12 antennas, identified by NSN 5985-01-086-0057. The requirement specifies a delivery timeline of 243 days after the order is placed, with inspection and acceptance occurring at the destination. Offerors must submit quotes based on FOB Origin. The procurement is designated as a total small business set-aside under FAR 19.5, though conflicting metadata suggests it may not be a set-aside; the solicitation is managed via the DIBBS portal and requires the use of the Wide Area WorkFlow (WAWF) system for invoicing and payment. The contract mandates strict adherence to technical and quality requirements from the DLA Master List, including specific source control drawings for components and a prohibition on the use of ozone-depleting chemicals and intentionally added mercury. Technical data is subject to ITAR and EAR export controls, requiring approved JCP certification for access. Packaging must comply with MIL-STD-129 and ASTM D3951, with hazardous materials requiring specific labeling per 29 CFR 1910.1200. Key regulatory compliance includes the Buy American Act, the Berry Amendment, and NIST SP 800-171 cybersecurity standards. Award evaluation is based on the price quoted for the estimated annual demand, and the buy may be eligible for automated award.
