Defence Construction Canada is issuing an Advance Procurement Notice for the A Jetty Construction Project at Canadian Forces Base Esquimalt in British Columbia, signaling an upcoming procurement opportunity with an estimated value of $270 million. The project involves the construction of a new jetty on piles and a combi wall system, including an onshore tunnel, a two-storey substation building, and related civil, mechanical, and electrical infrastructure. Work will also encompass pile installation, concrete works, backfilling, environmental remediation, and foreshore construction, with comprehensive project management required. Security is a critical component—the anticipated clearance level is Designated Organization Screening, and contractors without existing clearance must initiate the Industrial Security Program sponsorship process through Defence Construction Canada to be eligible for contract consideration. DCC may assist with sponsorship applications but provides no guarantee of clearance approval, and timing is contingent on external government processes. This notice is not a solicitation but a preparatory step aimed at enabling potential bidders to evaluate their capacity, begin security clearance processes, and align with Indigenous engagement requirements. The Government of Canada is committed to fostering Indigenous participation, and the successful proponent will likely be required to develop an Indigenous Benefits Plan outlining subcontracting, employment, and training opportunities for Indigenous communities. The formal solicitation is expected to be advertised around summer 2026, contingent on final approval from the Department of National Defence. Contractors must submit sponsorship requests through DCC’s Industrial Security Program, quoting the contract number IE12347R, and any questions regarding sponsorship should be directed to DCC’s designated contact. All bidding documents, when released, will be available on MERX, and no assurances are given regarding the success, timing, or outcome of any security clearance application.
