The contract requires the supply of disposable PVP iodine applicator swab sticks, individually packaged, with a unit of issue defined as a package of 50 applicators. Five packages are needed, to be delivered within five days after order placement to Camp Pendleton, California, under FOB destination terms. Each unit must be sealed in a protective container, and all packages must be packed in commercial shipping containers suitable for safe transport via common carrier at the lowest rate, adhering to ASTM D3951 packaging standards unless superseded by DLA requirements. The product must have a minimum shelf life of 15 months, with no more than two months elapsed from the manufacturer’s date to the delivery date. Labeling requirements are strictly governed by Medical Marking Standard No. 1, which supersedes MIL-STD-129 for medical items, and must include the manufacture date, expiration or retest date, and the contract or lot number, all formatted per MMS1A. Radioactive material labeling still follows MIL-STD-129 if applicable. The product must comply with the DLA Master List of Technical and Quality Requirements, and any hazardous materials must be labeled according to the Hazard Communication Standard unless governed by other federal statutes. All deliveries must be invoiced electronically via WAWF using an Invoice and Receiving Report or other approved document types. The contract incorporates FAR and DFARS clauses regarding equal opportunity, combating human trafficking, employment eligibility verification, sustainable products, cybersecurity safeguards including NIST SP 800-171 assessments, safeguarding controlled defense information, prohibition on certain telecommunications equipment, and disclosure of information. Offerors must provide their Unique Entity Identifier and CAGE code, represent their small business status and any socioeconomic designations such as HUBZone, SDVOSB, WOSB, or SDB, and disclose any use of covered defense telecommunications equipment. Inspection and acceptance occur at the delivery destination by designated DoDAAC authorities, and compliance with FAR 52.246-2 and DFARS Appendix F for receiving reports is mandatory.
