Appraisal of Heritage Collection

The U.S. Tri-Mission Vienna, acting through the Department of State’s Bureau of Overseas Buildings Operations, is seeking a firm fixed-price contract for professional appraisal services to evaluate 33 pieces of contemporary and historic art, sculptures, textiles, and furniture from its Cultural Heritage collection located at the U.S. Embassy Chancery and Warehouse in Vienna, Austria. The solicitation, numbered 19AU9026Q0012, requires the contractor to conduct on-site evaluations in coordination with Embassy staff, review existing documentation, assess the condition and medium of each item, research artistic and monetary value, and deliver a comprehensive final report with estimated fair market values and treatment recommendations. The work must be performed in Vienna, with all costs including labor, materials, travel, equipment, overhead, profit, and contingency expenses bundled into a single fixed-price proposal denominated in Euros net, with 20% VAT listed as a separate line item on invoices. The contractor must be registered in the System for Award Management with a valid UEI number, provide proof of SAM registration, and submit a completed SF-1449 cover page along with Section 5 representations and certifications. Award will be made on a Lowest Price Technically Acceptable basis to the lowest-priced offeror who meets all mandatory technical and responsibility criteria, including adequate financial resources, prior experience in professional art appraisals, necessary equipment and organization, and a satisfactory ethical record. Offerors must have a permanent business presence in Austria or commit to establishing one within 30 days of award and designate a Project Manager fluent in English as a point of contact. The contract incorporates key Federal Acquisition Regulation clauses including 52.212-4 (Contract Terms and Conditions - Commercial Items), with deviations applied, and requires compliance with Controlled Unclassified Information standards, telecommunications prohibitions, and restrictions on unmanned aircraft systems.
