The contract FA8620-09-C-3024 involves the procurement of APX-119 and KIV-119 IFF Transponder Equipment to meet the needs of the 703 Aeronautical System Group’s Predator/Reaper program. It is awarded on a sole source basis to Raytheon Network Centric Systems due to their unique capability to provide the required transponder units that meet the specific size, weight, software interface, and integration requirements essential for the MQ-1 and MQ-9 platforms. The initial order consists of 100 units each of the APX-119 and KIV-119 along with five repair units for each transponder type, plus options for additional quantities over multiple periods, including three options for 10 units each and a fourth option for five repair units. The sole-source approach is justified by statutory authority under 10 U.S.C. 2304(c)(1) and FAR 6.302-1, citing the impracticality and cost inefficiency of using alternate suppliers that would require extensive development and testing efforts. Key points include the contract’s focus on meeting the unique technical and operational demands of Predator and Reaper unmanned aerial vehicles, which necessitate specific equipment only available from Raytheon due to their production capabilities and the form-fit-function requirements. The contract negotiation and technical points of contact are designated individuals within the Aeronautical Systems Center, responsible for the acquisition and addressing technical inquiries. The ASC Ombudsman is also identified to provide oversight and assistance during the procurement process. This action reaffirms the government’s reliance on Raytheon as the sole responsible source for these critical transponder systems in support of ongoing unmanned systems operations.

FA8620-09-C-3024, APX-119/KIV-119 IFF Transponder Equipment is for the 703 Aeronautical System Group (AESG) Predator/Reaper program requirements. The Aeronautical Systems Center (ASC), 703 AESG intends to award a contract on a sole source basis to Raytheon Network Centric systems, 1300 East Joppa Rd, Baltimore, MD 21286-59990 for 100 each APX-119 and KIV-119 with 5 repairs for each, plus three options for additional quantities (three options with quantities of 10 each APX-119/KIV-119 plus a fourth option for 5 repairs). This procurement is in accordance with the statutory authority 10 U.S.C. 2304(c)(1) as implemented by FAR 6.302-1. Raytheon produces the APX-119/KIV-119 transponder which has the required form, fit and function for the Predator/Reaper production and necessary spares. The basis for restricting competition is duplicative cost to the Government and unacceptable delays in fulfilling the Government's requirements if an alternate source is utilized. As the MQ-1 and MQ-9 are size and weight limited platforms with unique software interfaces, utilizing another source would require significant development and testing to support integration. The POC for information regarding this requirement is Mr. Robert Johnson, telephone 937-904-8165 or email robert.johnson4@wpafb.af.mil; e-mail request is preferred. Technical questions should be referred to Mr. Roger Rose at 937-904-7011, E-Mail: roger.rose@wpafb.af.mil .
