Description: The Naval Air Systems Command (NAVAIR), Air Combat Electronics Program Office (PMA-209), intends to issue a firm-fixed-price, four-year (FY2010 through FY2013), modification under Contract N00019-09-C-0069 to Rockwell Collins Government Systems (RCGS). This procurement will provide for a quantity of up to one thousand five hundred twenty-five (1,525) AN/ARC-210 RT-1939(C) radios, inclusive of options. The RT-1939(C) is the latest generation of the AN/ARC-210 UHF/VHF family of products, which adds programmable crypto capability to the existing RT-1851A(C) Transceiver. THIS NOTICE IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. This acquisition is being pursued on a sole source basis under the statutory authority of Title 10, U.S.C. Section 2304(c)(1), as implemented by Federal Acquisition Regulation (FAR) 6.302-1, "Only one responsible source and no other supplies or services will satisfy agency requirements." A determination by the Government not to compete this effort is solely within the discretion of the Government. GENERAL INFORMATION: Rockwell Collins is the designer, developer, and sole manufacturer of the AN/ARC-210 Electronic Protection (EP) radio equipment and is the only source with the necessary knowledge, data, equipment, and experience to perform this effort within the required time frame.
