Notice of Intent to Sole Source The National Institutes of Health intends to award a sole source acquisition to EATON Corporation for the Bldg 101 F-PH Digitrip ARMS Upgrade. The purpose of this acquisition is to provide necessary upgrades to the existing electrical switchgear in the main electrical room. The current equipment is at the end of its service life and in need of manufacturer specified reconditioning in order to remain functional. The reconditioning will also provide safety upgrades to include Arc Flash Reduction Maintenance Switches to improve the safety for employees working on the building electrical circuits. The project is highly specialized electrical work and requires the expertise of an experienced manufacturer and installer. The existing equipment must be removed from service and reconditioned to meet modern electrical requirements to remain functional. It is recommended to utilize the Original Equipment Manufacturer (OEM) to perform the refurbishment in order to maintain UL listing requirements. Through merger and acquisition, EATON Corporation now represents the OEM (Pringle Manufacturing) of the existing switch. In order to fit the existing housing and maintain UL listing it is most cost effective to retrofit the switch cabinet with OEM listed equipment. EATON Corporation has the engineering expertise and product support available to efficiently install the required breaker into the existing housing with the least amount of facility impact. The North American industry Classification System (NAICS) Code is 238210 and the business size standard is $15.0 million dollars In accordance with FAR 6.302-1, Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements, the Government intends to award a contract to EATON Corporation on a sole source basis. Respondents shall provide documentation of experience (including number of years): (1) Experience re-conditioning Westinghouse Low Voltage AC Power Circuit Breakers, Type DSL 416 and Type DSL 840 in accordance with current ANSI/PEARL Electrical Equipment Reconditioning Standards (2) Experience installing Arc Flash Reduction Maintenance Switches on circuit breakers described above. (3) Copy of Level II PEARL certification or equivalent for each technician that will be performing the work (4) List of projects performed in the last 3 years performing the required work within no more than a 4-hour shutdown (provide POC for each project) Additionally, responses shall include an explanation as to how the refurbishment work performed by the respondent will maintain UL listing requirements. Any response that does not include this documentation will be determined to be not capable of meeting this requirement This notice of intent to sole source is not a request for competitive proposals. Interested parties may provide their capabilities in meeting the specific requirement identified above. All responses shall be emailed to Daniel Burk at daniel.burk@nih.gov and are due by close of business 06/25/19. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement in the future.
