Arc Flash, Short-Circuit and Protective Device Coordination Study

BC Pavilion Corporation (PavCo) is soliciting proposals for an Arc Flash, Short-Circuit and Protective Device Coordination Study to be performed at BC Place, an operational public-assembly facility in British Columbia. The scope of work requires the production of an engineering report, updated single-line diagrams, and the delivery and application of 778 durable arc flash warning labels and asset tags. All work must be conducted in accordance with CSA Z462 and IEEE 1584 standards. The project follows a tiered delivery schedule, prioritizing substations first, followed by major equipment, and then remaining equipment, while ensuring building power is maintained and outages are pre-scheduled. The award will be based on a combination of technical and financial evaluations, requiring proponents to first meet all mandatory criteria, including providing an Engineers and Geoscientists BC (EGBC) Permit to Practice number. Technical scoring focuses on corporate capacity, demonstrated experience, and the qualifications of the Lead Power Systems Engineer, with higher points awarded for those with over five years of experience. Proponents must also address sustainability, human rights compliance under Bill S-211, and diversity and inclusion. Financial proposals are submitted via a separate price form featuring lump sum costs for project management and data collection, with optional pricing for QR codes, safety training, and thermographic surveys. Submission requirements include a signed proponent declaration, a WorkSafe BC clearance letter, and adherence to a one-way non-disclosure agreement.
