Architect & Engineering Services

Tarleton State University is soliciting Statements of Qualifications to establish a pool of qualified architectural and engineering firms to provide professional design, assessment, and related services on an as-needed, indefinite delivery, indefinite quantity basis. The scope of work encompasses a wide range of disciplines, including architecture, mechanical, electrical, plumbing, civil, structural, and sustainability services, covering activities from site investigation and pre-design to construction documentation and close-out. This contract is specifically limited to projects with a value of less than 10 million dollars, as larger projects are managed through the A&M System Office of Facilities, Projects and Contraction. Selection is based on demonstrated competence, knowledge, and qualifications, with a weighted evaluation focusing on experience and qualifications (35%), management plan and team structure (35%), construction documentation quality (15%), and quality assurance/quality control (15%). Preference may be given to vendors with a principal place of business in Texas. Awarded vendors must comply with various state and federal regulations, including the Texas Prompt Payment Act, ADA accessibility standards, and mandatory cybersecurity training. Payment is processed monthly via electronic direct deposit within 30 days of a correct invoice. Proposals must be submitted electronically by November 23, 2026, and must include a detailed statement of qualifications, a management plan, and at least three professional references.
