Architect-Engineer (A-E) Cost Estimating Design Support Services – Task Order Contracts

The County of Orange, OC Public Works, is seeking to pre-qualify Architect-Engineer (A-E) firms to provide on-call cost estimating and design support services for a three-year term. Selected firms will be placed on a Qualified Vendor List (QVL) to support the County and the Orange County Flood Control District through task order contracts. The scope of work includes professional cost estimating, cost engineering, project controls, scheduling, quantity takeoffs, and value engineering for a variety of public works projects, including vertical and horizontal construction, infrastructure, and capital improvements. Services are required across all project phases, from planning and design to construction and closeout, with deliverables such as Engineer’s Opinions of Probable Cost, CPM schedules, and risk analyses. Qualified firms must demonstrate experience with similar work in Southern California and ensure at least one key professional holds a valid California Professional Engineer (PE) license. Proposals are evaluated based on technical merit, regional experience, and strict compliance with the County Model Contract, as any exceptions to standard contract terms result in a score of zero. Submissions must be made electronically via the County's eProcurement Portal by the deadline of September 18, 2026, with the Statement of Qualifications limited to 25 pages. The contract operates as a Time and Materials IDIQ vehicle where work is assigned via individual Contract Task Orders, and final award is subject to the recommendation of a panel and approval by the Board of Supervisors.
