The City of Caldwell is seeking statements of qualifications from highly qualified architectural and engineering (A&E) firms to provide professional design, construction documentation, and federal coordination services for a new Airport Traffic Control Tower (ATCT) at the Caldwell Executive Airport (EUL). The proposed facility will be a sponsor-owned Federal Contract Tower (FCT). An extensive Virtual Immersive Siting Tower Assessment (VISTA) process was conducted in coordination with the Federal Aviation Administration (FAA). The assessment culminated in an approved Airport Traffic Control Tower Siting Report, which formally designated Site 2 as the final recommended location for the tower. The project operates under FAA Reimbursable Agreement. The selected firm will be responsible for translating the siting report's baseline parameters into a fully executable, structurally sound, and compliant architectural package. Preparation Costs The City is not responsible for any costs that Proposers incur in preparing and submitting their proposals. This includes any expenses related to consultants, attorneys, or other professional services. The City will also not cover any costs or attorney fees related to disputes or challenges (administrative, legal, or otherwise) about the proposal evaluation, contract award, or proposal rejection. By submitting a proposal, each Proposer agrees to these terms and waives any right to claim such costs or expenses from the City.
