Architectural & Engineering Design Services Pool

Pasadena Unified School District is seeking Statements of Qualifications from experienced Architectural and Engineering firms to establish a pre-qualified pool for comprehensive design services. This pool will support various capital improvement projects over the next five years funded by Bond Measures O and R, including new facility construction, campus modernizations, safety and security improvements, building system upgrades, and technology and athletic facility enhancements. Selected firms will be eligible to respond to project-specific RFPs and must adhere to District Standards, the Facilities Master Plan, and the Digital Design Guide. The selection process utilizes a best-value trade-off approach based on a 700-point scoring system, where firms must score at least 500 points to advance. The highest weighted evaluation factor is the experience of the firm, followed by design management, budget adherence, and schedule compliance. Proposals are limited to 50 pages and must be submitted electronically via the SecureBids portal by July 20, 2026. Contract administration involves a 5 percent retention on payments and requires the use of District-approved web-based project management software for invoicing. Performance requirements include a 30-day system performance period following site cut-over and strict adherence to California Building Code and Division of the State Architect standards. Contractors are required to provide a full-time on-site supervisor with at least five years of experience and must ensure all components are sourced from a single manufacturer unless otherwise approved.
