AI Contract Overview
University Medical Center of El Paso is soliciting qualifications through RFQ 950-10-26-010 to secure an experienced architectural and engineering firm for a two-phase project involving an Ambulatory Surgical Center (ASC) located on the second floor of a medical office building in El Paso, Texas. The primary objective of Phase I is to conduct a comprehensive regulatory due-diligence evaluation and physical condition assessment to determine if the facility can be licensed, accredited, and operated as currently configured. This assessment focuses on compliance with CMS ASC Conditions for Coverage, Joint Commission physical-environment and Life Safety requirements, FGI, NFPA provisions, and local accessibility standards. Deliverables for this phase include a detailed deficiency matrix categorized by priority and cost, draft and final assessment reports, and a minimum-required-modification concept plan. If authorized by the owner, Phase II will encompass subsequent design, regulatory submission, and construction administration services for approved improvements. The selection process is qualifications-based, with an emphasis on the firm's history, project team expertise, understanding of the scope, and their specific methodology for minimum-intervention regulatory assessment. Evaluation weights are distributed across the firm's qualifications (20 percent), project team and consultants (30 percent), proposed schedule and scope understanding (25 percent), and regulatory methodology (25 percent). Proposals must be submitted by 2:00 p.m. MT on October 28, 2026, and must adhere to strict formatting and tab requirements, including a signed response agreement and a project staff plan. The anticipated notice to proceed is November 9, 2026. The resulting contract will be based on the AIA Document B101-2017 Standard Form Agreement, and professional fees will be negotiated following the selection of the most qualified firm.
