Architectural, Engineering and Construction Services for Elevator Replace

The Town of Wolcott is soliciting qualifications and proposals for the comprehensive replacement of the existing hydraulic elevator at Wolcott Town Hall with a new traction elevator serving three floors. The project encompasses demolition and removal of the current system, modifications to the elevator pit, firestopping of shaft penetrations, integration of mechanical and electrical systems, installation of a 2,500 lb capacity elevator operating at 150 ft/min, interior finishes for the cab and doors, machine room upgrades, sump pump inspection or replacement, and potential roof repairs. The proposal must include Exhibits F through I covering EEO compliance, non-collusion, nondiscrimination, and fee structure, with all documents properly signed and sealed. The contract requires a bid bond of 5% of the proposed amount, either as a bond, irrevocable letter of credit, or cashier’s check. Contractors must furnish performance and payment bonds at 100% of the contract value, with subcontractors exempt below certain thresholds. Wage compliance with Connecticut prevailing wage laws is mandatory for bids exceeding $100,000, requiring certified payroll submissions. Insurance must include general liability and workers’ compensation with the Town named as additional insured, and policies must provide 30-day cancellation notice. The period of performance is 224 calendar days from the start date, with a liquidated damages rate of $500 per day for delays.
