Architecture and Urbanism Framework 4

Transport for London is establishing the Architecture and Urbanism Framework 4 to provide architecture and design services for TfL, the GLA Group, London Boroughs, and other eligible public sector bodies, charities, and housing associations. The framework is estimated to have a total aggregate value of 45 million pounds excluding VAT over a four year period from January 1, 2028, to December 31, 2031. While the framework itself holds no direct value, spend will be realized through individual call-off contracts. The scope is divided into several specialized lots, including strategic planning and research, masterplanning, housing, commercial and civic use, strategic transport design, infrastructure design, and a dedicated lot for small projects specifically targeting SMEs and VCSEs. The procurement process is conducted via a competitive flexible procedure in two stages: a Pre-Qualification Questionnaire stage to shortlist providers and an Invitation to Tender stage to determine final awards. Suppliers are limited to bidding for and being awarded a maximum of three lots. All submissions must be made in English and priced in Pounds Sterling through the SAP Ariba e-Tendering portal. Evaluation is based on quality and other criteria detailed within the procurement documents. The project emphasizes inclusive design, accessibility, whole-life carbon, and circular economy principles.
