Architecture-Engineering (A/E) Service for a Welcome Center and Community Hub

Richland School District Two is soliciting proposals under solicitation number 26-2712 for professional architecture and engineering services to design and provide construction administration for the Global and Military Welcome Center and Community Connection Hub. The project involves the comprehensive renovation of approximately 5,000 square feet of existing facilities located at 8131 Brookfield Road in Columbia, South Carolina. The scope includes creating dedicated offices, private consultation areas, and flexible instructional spaces, with an anticipated construction delivery method of Construction Management at Risk. All designs must comply with ADA accessibility requirements, South Carolina Department of Labor, Licensing and Regulation standards, and applicable federal, state, and local codes. The contract will be awarded to the highest ranked responsive and responsible offeror based on a weighted evaluation of experience and past performance at 45 percent and the capability of key personnel at 30 percent. Fees will not be evaluated during the initial award process as the district reserves the right to negotiate all costs. Selected consultants are required to provide a Federal Standard Form 330 and certify they have no recent history of debarment or criminal convictions related to public contracts. Payment terms are Net 30, with checks processed on the 10th and 25th of each month.
