AI Contract Overview
The U.S. Army Contracting Command – Detroit Arsenal is seeking proposals through a Commercial Solutions Opening to convert and museum-quality restore an AH-1S helicopter, tail number 68-15012, to its original AH-1G configuration for exhibition at the National Museum of the United States Army. The work requires complete de-modification, removal of non-period components such as the XM26/M56 systems, and the sourcing, fabrication, or reverse-engineering of historically accurate parts to achieve a non-flying, exhibition-ready standard. The project must be completed within a 12-month period, with performance taking place at Fort Rucker, Alabama, and includes logistical planning for safe transport of the airframe from Fort Rucker to the contractor’s facility if off-site, and ultimately to the museum. All submissions must be unclassified, and offerors are strictly prohibited from marking documents as confidential. Proposals must be submitted in two volumes—Volume I Technical, containing a detailed work plan, organizational structure, staffing, and deliverable schedule, and Volume II Price, providing a rough order of magnitude price estimate—along with valid environmental permits including EPA ID, Air, and Hazardous Waste Permits. Offerors must possess an active SAM registration with a Unique Entity ID and register in the PIEE invoicing system to be eligible. Only contracting officers have the authority to bind the government, and no work may commence without a formal written directive. The government will evaluate proposals based on responsiveness, technical merit, innovation, feasibility, pricing and schedule risk, business viability, and intellectual property risks, with awards determined on a best-value basis subject to funding, negotiations, and program priorities. Fixed-price contracts, including incentive fee structures, are anticipated, and offerors may propose their own terms and conditions for negotiation. Companies must be responsible, not suspended or debarred, and demonstrate direct, hands-on experience of key personnel—especially the contract manager—in restoring historical military artifacts of similar scope.
