Area of Interest (AoI) – FM200 System Inspection and Repairs (CSO-W911KF25SC002)

ACC-ANAD is seeking qualified offerors to provide semi-annual inspection, testing, maintenance, and repair services for FM-200/HFC-227 clean agent systems, carbon dioxide (CO₂) systems, and kitchen hood fire extinguishing systems across 16 buildings at Anniston Army Depot in Alabama. The resulting contract, structured as a Commercial Solutions Opening under FAR Part 12 and authorized by 10 U.S.C. §3458, will include one base year and four option years, potentially extending performance to five years. Work must comply with NFPA 12, 17A, 72, 96, and 2001 standards, as well as OSHA and Army environmental regulations, including AR 200-1. Technicians must hold NICET certification, be experienced with Fike, Ansu, Notifier, and Pyro-Chem equipment, wear uniforms on site, and undergo mandatory safety and RCRA training. All work requires prior approval for system shutdowns and hot work, and repairs exceeding $500 in parts must be authorized by the Contracting Officer. Emergency repairs must be initiated within 24 hours and completed within 48 hours. Deliverables include detailed inspection reports, installation of new tags, cylinder verification, alarm validation, and submission of site-specific safety and quality control plans 30 days before work begins. Proposals must be submitted electronically via SAM.gov by the May 20, 2026 deadline, structured in two volumes: a technical proposal without pricing and a separate price proposal. Offerors must be registered in SAM.gov with a Unique Entity ID, and proposals are evaluated on technical merit, mission relevance, implementation readiness, technical capability, risk, schedule realism, and price fairness and reasonableness under a best-value trade-off process, not LPTA. The Government is not obligated to award a contract, and no performance may begin without a written directive signed by the Contracting Officer. All invoices must be submitted through the PIEE system, and performance will occur exclusively at Anniston Army Depot, Alabama.
