Area of Interest - Tire Fire Suppression Kit Extinguisher

The U.S. Army Contracting Command – Detroit Arsenal, in collaboration with the Program Management Office Stryker Brigade Combat Team, is seeking innovative commercial solutions for a PFAS-free Tire Fire Suppression Kit Extinguisher to equip the Stryker Family of Vehicles. This solicitation, issued under Commercial Solutions Opening AoI Number 001, operates under the authority of 10 U.S.C. § 3458 and DFARS 212.70, leveraging general solicitation procedures to acquire commercially available technologies that meet or exceed operational performance standards. Companies must submit a written solution brief with a preliminary engineering drawing demonstrating compliance with mandatory features and a validation statement for flexible requirements, all sent via email to Taylor Ferguson by 5:00 p.m. ET on June 4, 2026. The extinguisher must deliver at least three gallons of aqueous PFAS-free foam premix Ansu LVS NF-40, operate with a 3A/3W maximum initiation current and 0.5A/0.5W no-fire tolerance, feature a 1-ohm actuator resistance with a Deutsch DT04-2P connector, and utilize DOT-compliant cylinders with service pressure between 500 and 1,800 PSIG, coated with zinc phosphate and painted CARC Olive Drab Green per military specifications. The unit must include a captive shorting plug to prevent accidental discharge during transport and meet environmental durability standards outlined in ATPD-2404C for vibration, shock, and altitude exposure. Solutions must activate within half a second of receiving the trigger signal and comply with all labeling requirements including Part Number, Charge info, NSN, and Serial Number. Selected proposers may be invited to present their solutions and could be awarded a prototype agreement under an Other Transaction or a FAR Part 12-based contract, with up to five companies potentially selected, each delivering no more than five prototypes by December 1, 2026, to Warren, Michigan. All submissions require SAM.gov registration, and no costs incurred during proposal development are reimbursable unless a formal contract or directive is issued. Awards are contingent on funding availability, successful negotiations, and compliance with all technical and procedural requirements.
