The State of West Virginia is soliciting proposals for the Statewide Data Spine, a comprehensive healthcare data integration and analytics platform designed to unify clinical, claims, and community-based data sources into a secure, interoperable environment. The initiative, under the Rural Health Transformation Program, requires vendors to deliver a solution that ingests, normalizes, and shares data in real time while supporting AI/ML-driven analytics, robotic process automation, and seamless EHR/HIE connectivity. All deliverables must comply with stringent cybersecurity and privacy standards including NIST SP 800-53 Rev. 5, HITRUST, HIPAA, SOC 2 Type 2, and ARC-AMPE frameworks.
