The West Virginia Department of Environmental Protection, Office of Special Reclamation, is soliciting an open-end contract for mowing and brush removal services across the southern region of West Virginia, including Greenbrier, Summers, Raleigh, McDowell, Wyoming, Fayette, Mercer, Pocahontas, and specific sites in Nicholas and Webster counties. The scope of work involves removing vegetation up to six inches in diameter and mowing to the lowest possible height without damaging the ground or equipment. Required resources include skid steer loaders with rotary cutters, mini hydraulic excavators with brush mowers or mulchers, and laborers equipped with professional commercial trimmers, chainsaws, and pole saws. The contract is awarded to the vendor offering the lowest overall total cost based on agency-provided estimated quantities. The initial contract term is for one calendar year, with the possibility of three successive one-year renewals. Work is performed Monday through Friday between 7am and 7pm, and must commence within seven days of a Notice to Proceed. Vendors must adhere to Davis-Bacon wage rates and provide a bid bond of five percent of the total bid, as well as performance and labor/material payment bonds equal to 100 percent of the contract value upon award. Bids must be submitted electronically through the wvOASIS VSS Portal. Invoicing is required within 30 days of completing each work directive, with payments made via electronic funds transfer or P-Card. Compliance requirements include maintaining a drug-free workplace, holding a valid West Virginia contractor's license, and adhering to strict security and confidentiality protocols.
