Background and Purpose: This public posting is for informational, planning, and market research purposes only and constitutes a Request for Information (RFI) and a Sources Sought Request (SSR) only. This announcement does not constitute a commitment, implied or otherwise that a solicitation or procurement will be issued. This is not a solicitation, Request for Proposal (RFP), or Invitation for Bids (IFB). No reimbursement will be made for any costs associated with providing information in response to this announcement or any follow-up information requests. The purpose of this public posting is to give contractors the opportunity to comment on the United States Customs and Border Protection's (CBP) draft requirement; all associated documents are considered draft versions. Responses to this announcement will also assist CBP in making a set-aside for small business determination as required by FAR 19.5. This is a draft set-aside requirement for contractors under the Department of Homeland Security (DHS) Tactical Communications (TacCom) Equipment & Services IDIQ, specifically, those under IDIQ Technical Category Thee (TC3), Infrastructure Services. Depending on the market research findings and responses to this announcement, this draft requirement may potentially be set aside to TC 3 contractors that qualify as Small Businesses under the size standard for North American Industry Classification System (NAICS) Code 541330-Engeneering Services. However, a set-aside determination has not yet been made, so all TacCom contractors, both large and small, are encouraged to respond to this announcement. Draft Requirement Overview: CBP is seeking TC3 contractors who have the skills and capabilities to complete CBP Land Mobile Radio (LMR) site engineering design analysis, the purchase of the required project equipment and materials, LMR site development, LMR site equipment configuration, and system/site installation, integration, and testing for a total of seven (7) sites around the CBP Arizona, Tucson and Yuma Focus Area, as required by the attached draft Statement of Work (SOW). The required onsite work at six (6) of the seven (7) total sites must be completed from October 1, 2014 through December 31, 2014, with an Optional CLIN for work to be performed on the sixth site from October 1, 2015 through December 31, 2015. To allow time for coordination and staging prior to the onsite work, the anticipated period of performance for the Base Period is April 1, 2014 through March 31, 2015, and the period of performance for the Option Period is from April 1, 2015 through March 31, 2015. This is a draft requirement, so the period of performance is not firm/final. This draft requirement constitutes a single project, however per the draft SOW, access to the sites is only seasonally available and the optional CLIN cannot be exercised until the deliverables/work required for the six (6) other sites has been accepted. Consequently, there is an extended period of time between the initial period of onsite activity (for the 6 Base Period sites) and the second period of activity for the Optional site. Capability Statement Request: Interested contractors are requested to provide a Capability Statement that demonstrates and describes the contractor's work experience, capability, and expertise necessary to satisfying all requirements within the draft SOW. Specifically, at a minimum, the contractor's Capability Statement should address the six (6) areas of expertise outlined in the following text. The specific areas of expertise for the Capability Statement are as follows: 1) Communication Site/Tower Development, Installation, and Integration 2) Radio Communication Site or System Configuration, Testing, and Implementation 3) Design Analysis for Communication Sites or Systems 4) Compliance with Environmental Restrictions, Travel Restrictions, and Directives, Policies, and Handbooks Similar to Those Outlined in Section 3.0 (Applicable Documents) of the draft SOW 5) Travel (specifically Helicopter), Procurement, and Materials and Equipment Storage/Staging Coordination for Similar Work on Remote or Restricted Government Sites Contractors must please support/substantiate the experiences and claims in their Capability Statement by providing contract information (contract numbers, dollar values, and POPs) for relevant agreements completed within the past 5 years. Capability Statements must be no more than 5 pages in length, excluding the separate Market Research Questionnaire document. The Capability Statement and the Market Research Questionnaire must be emailed to William Reese at
